Position Summary
The Human Resources Director is responsible for a variety of personnel management functions related to employees and employment, including: all aspects of the employment process from recruitment to termination; implementation and administration of compensation and benefits programs; employee activities and employee counseling; monitoring compliance with the County's Personnel Policies and Regulations, collective bargaining agreements and federal and state employment laws. This department is also involved in the administration of workers' compensation, unemployment compensation administration, and maintains the County payroll.
Essential Duties and Responsibilities
Department Management
  • Directs and oversees the Human Resources Department and the County's labor relations functions.
  • Leads compliance with all existing governmental and labor legal requirements and government reporting. Maintains minimal exposure to lawsuits.
  • Manages the County Personnel Policy; interprets, develops, updates, maintains, and administers policies with employees, Department Heads, County Board and public.
  • Interprets and administers union contracts and assists with union negotiations.
  • Coordinates recruiting, selection, and hiring process with Department Heads and County Board in accordance with government regulations. Serves on all Interview Committees. Manages new hire background checks and screenings and new hire orientations.
  • Administers the County's official pay plan. Updates and maintains the Salary Administration Plan and Guidelines for Administration of Plan.
  • Oversees County Payroll functions.
  • Coordinates and implements the County's performance management system. Develops and manages performance management programs.
  • Maintains updated job descriptions on all County positions. Collaborates with Classification and Compensation Vendor to evaluate and classify positions.
  • Maintains confidential employee personnel records on all staff.
  • Serves as County Drug & Alcohol Testing Coordinator.
  • Administers County's benefit plans. Monitors and evaluates employee benefit programs and options and responsible for insurance Requests for Proposals (RFP's).
  • Administers Workers Compensation Program.
  • Maintains and updates Equal Employment Opportunity and Affirmative Action Plans. Serves as ADA Coordinator and develops and maintains ADA Transition Plan.
  • Consults with and advises Department Heads and supervisors regarding problem areas with employees, performance issues, policy interpretation, etc.
  • Available to employees as resource and consultant regarding Personnel policy, contracts, compensation plan, and areas of concern. Makes referrals to Employee Assistance Provider.
  • Monitors employment, health and safety concerns of workers. Conducts or oversees investigations of employee complaints or concerns.
  • Prepares, maintains and monitors the departmental annual operating budget operations.
  • Develops and implements department policies and procedures.
  • Maintains knowledge of and interprets relevant state and local laws, policies and procedures.
  • Prepares or oversees preparation of and submits a variety of reports and documents.
  • Responds to public inquiries, requests and complaints.

Staff Management
  • Develops and maintains HR department structure; assigns tasks and functions to achieve short and long-term HR department goals.
  • Manages, supervises and directs department staff.
  • Responsible for recruitment, selection, hiring, promotion, training, discipline, discharge, and grievance management.
  • Manages, monitors and documents the work performance of assigned personnel, conducts effective coaching, reviews performance, and takes corrective action as necessary.
  • Enforces all safety rules, regulations and procedures. Ensures necessary safety training is provided.
  • Develops and makes work assignments.

Other duties as assigned or apparent
  • Fills in as needed in the absence of the County Administrator with assistance of the Executive Assistant.
  • Serves on HR related internal committees.
  • Attends training, professional association and county meetings.

Qualifications
Education
  • Bachelor's degree in Human Resource Management, Business Administration, Sociology, or related field; OR
  • Associate's degree in Human Resource Management, in one of the social sciences, Industrial Relations, Public Service Administration or a closely related field plus three years of related experience.
Requirements
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Complete and pass pre-employment screening and background check.

Knowledge, Skills and Abilities
  • Knowledge of the principles, practices, and techniques of Human Resources administration in a public sector setting.
  • Knowledge of local, state, and federal laws and policies impacting public sector personnel management.
  • Skill in wage, salary and classification plan administration.
  • Skill in writing clear, comprehensive and enforceable policies and procedures.
  • Knowledge of payroll accounting systems and regulations.
  • Ability to maintain positive employee relations between management and employees.
  • Ability to work with a high degree of confidential work and sensitive issues.
  • Ability to conduct research and maintain current knowledge of trends and developments in personnel and Human Resources regulatory practices.
  • Ability to develop and implement goals and objectives; plan, coordinate, direct and evaluate the work of others; develop and implement policies and procedures; and to supervise personnel in a manner conducive to efficient performance and high morale.
  • Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
  • Ability to maintain effective working relationships with the department and other departments, officials, outside agencies and public.
Grade 16. Entry annual salary range: $86,465.60 to $96,948.80, DOQ. Position has a full annual earning potential of up to $121,867.20, DOQ,

Vacation
Vacation accruals, utilization, and payouts vary within each collective bargaining agreement and/or the employee handbook. The following is the general overview of the vacation benefit for Full Time employees:

Health Insurance
Full-Time employees and employees working 30 or more hours per week may choose between single or family coverage. Eligibility begins on the first day of the month after the date of active employment.
The County has designated a base plan which is a high deductible plan with an HSA option. The County contributes monthly towards the cost of the health plan premiums with a semi-annual county contribution into employee's HSA for the single or the family coverage plan. For regular part time employees working 30+ hours/week year around, the County will pay 75% of the county share of single coverage (base plan) which may be applied towards family coverage and also contribute 75% of the employer HSA contribution.
Life Insurance
Full-Time Employees are provided with the following term life insurance benefit at no cost to them. Regular part-time employees working 30 or more hours per week are eligible for this benefit with County paying 75% of premium. Eligibility begins on the first day of the month after the date of active employment.
$20,000 term life/$20,000 AD&D
Short Term Disability Insurance
Full-Time Employees are provided with a short Term disability insurance benefit at no cost to them. Regular part-time employees working 30 or more hours per week are eligible for this benefit with County paying 75% of premium. Eligibility begins on the first day of the month after the date of active employment.
Retirement
The County and the employee contribute to PERA (Public Employees Retirement Association)
• Employees must participate as directed by Minnesota statutes.
• Contribution rates vary depending on position.
• Employee may obtain refund of employee contribution upon termination of service.
