Summary
What General Information Do I Need To Know About This Position?
There are multiple vacancies that may be filled at either of the following locations: Reston, VA or Sacramento, CA.
Salary:
Reston - $64,957 (Step 01) to $84,441 (Step 10)
Sacramento -$62,903 (Step 01) to $81,771 (Step 10)
NOTE: First time hires to the Federal Government are typically hired at the Step 01.

Duties
As a Human Resources Specialist within the Office of Human Capital, some of your specific duties will include:
  • Providing human resource advice in the areas of recruitment and placement.
  • Consulting with managers to develop strategies and solutions for resolving issues and problems.
  • Conducting recruitment under the Merit Promotion Program, through direct hire, delegated examining authority, or excepted service authorities.
  • Making qualification determinations, rating and ranking applications, and issuing referrals.
  • Counseling, advising, and furnishing assistance in human resource administration as it relates to staffing and placement functions.

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications
For GS-9:
Applicants must meet one of the following to qualify for the GS-9 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal service.
Examples of GS-7 level work may include: applying knowledge of fundamental recruitment and placement practices; providing advisory services in the areas of staffing, special employment programs; determining eligibility and qualification requirements of job applicants for specific positions; developing vacancy announcements; reviewing personnel actions for accuracy; and researching personnel and pay issues.
**OR applicants may substitute successful completion of 2 years of progressively higher level graduate education or Master's or equivalent graduate degree (such as an LL.B or J.D). (36 semester hours, 54 quarter hours, or the equivalent).

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
