The Legislative Department (LEG) is comprised of the Seattle City Council and four divisions that support the work of the City Council, as well as partners with city departments, the public and other stakeholders to ensure effective and responsive public policy. The Council and Legislative Department are part of the legislative branch of government, which also includes the Office of City Auditor (OCA), the Office of Inspector General (OIG), and the Office of Hearing Examiner (OHE).
This is a hands-on manager position with management oversight and responsibility to provide full HR service delivery to LEG, OCA, and OIG. Functional areas include, but are not limited to, policy development and compliance, labor and employee relations, leave administration, ADA accommodation, compensation, position classification, recruitment and staffing, and workplace safety. The HR Manager leads the HR team with a service-oriented and strategic focus and champions racial equity by applying a in their day-to-day work. This position supervises up to two HR generalists and reports to the HR-Finance Director and may, depending on the issue, communicate matters to the Office of the Council President and the department's leadership team.
You will be most successful in this position if you:
- Have strong working knowledge of public sector employment laws, ordinances, and regulations.
- Have three or more years of experience participating in public sector collective bargaining and/or labor management committees, and labor contract administration.
- Can exercise sound judgment, as well as the ability to work both independently and collaboratively with elected officials, city staff, and the public.
- Are knowledgeable, experienced, and motivated about working to end institutional and systemic racism.
- Demonstrate effective verbal and written communication skills and can communicate complex HR information to large, diverse audiences.

Job Responsibilities
As HR Manager, you will be a strategic partner with the leadership team at LEG, OIG, and OCA, as well as a senior HR business partner and collaborator with the citywide HR leadership team. Examples of the day-to-day responsibilities that you will lead and administer include, but are not limited to, the following:
- Provide effective HR services. Oversee and provide technical support to HR service delivery functional areas, ensuring that all HR programs are compliant with current state and federal employment laws, including equal employment opportunity, Fair Labor Standards Act, Washington Minimum Wage Act, Family and Medical Leave Act, and Americans with Disabilities Act. Monitor the City's personnel practices and collaborate with city HR leaders to implement and improve essential HR functions.
- Provide consultation on best HR practices. Provide functional HR expertise and consulting support to elected officials, management, and supervisory staff in a variety of areas including staffing, employee development, disciplinary issues, and other ad hoc employment needs. Provide support to employees with confidential matters requiring internal or external resources.
- Serve as the point-of-contact on labor and employee relations matters. Advise management on complex and confidential HR matters. Ensure compliance with collective bargaining agreements. Partner with the city's Labor Relations Team and participate in labor management meetings. Provide guidance to managers and supervisors on employee relations matters, such as performance issues, disciplinary actions, and informal and formal grievances.
- Support employee success. Provide guidance and coaching to managers and employees with the goal of successful work performance and commitment. Be responsive to employee complaints and concerns, collaborating closely with managers, and making recommendations for actions as needed. Promote a culture that encourages open dialogue and communication.
- Cultivate strong relationships. Facilitate partnerships and authentic relationships that inspire trust and confidence. Partner with the Seattle Human Resources department and other city departments and participate on citywide committees on HR-related matters. Engage in consistent communication regarding HR services and resources that support employees and management.

Qualifications
You will be prepared to take on this role if you have following experience, skills, knowledge, and abilities (or a combination of education, experience, and/or training which provides an equivalent background required to perform the work of the class):
- Bachelor's degree in Human Resources, Business, Communications, Public Administration, or a related field from an accredited college or university.
- Seven (7) years performing progressively increasing responsibilities in human resources, and three (3) years supervising two or more HR professionals.
- Three (3) or more years of experience with collective bargaining or labor contract administration.
- Expert level of technical knowledge as an HR generalist in the following HR subject area: personnel policy development and administration, performance management, legal compliance, position classification reviews, labor and employee relations, complaint investigation, and leave administration.
- Ability to exercise good judgment and discretion and maintain confidentiality.
- Strong written and verbal communication skills; experience giving oral presentations to managers, elected officials or organizational leaders, and other HR stakeholders or business partners.

- Municipal or other local government HR experience.
- Public sector labor relations experience.
- Labor laws and working in a unionized setting.
- Personnel policy development and administration.
- HR operations management experience.
- Ability to demonstrate a high level of emotional intelligence and empathy in your interactions with all parties.
- Ability to model and commit to racial equity and inclusion in relationships with colleagues and your work.
- HR Certification such as a PHR, SPHR, HRCI, SHRM-CP, HCI, CLRP, etc.

Total Compensation and Benefits
This position is classified as a Manager-Legislative and is exempt from the Seattle Civil Service System. The full salary range for this classification is $91,642 - $163,971 annually ($43.89 - $78.53 per hour). The salary range for this individual role has been identified as $140,000 - $146,000 annually.

The Legislative Department is located at Seattle City Hall: 600 Fourth Ave. 3rd Floor, Seattle, WA. This position allows for the flexibility of a hybrid work schedule with a two-day in-office minimum requirement that may change over time based on operational needs.
