Basic Function

The current vacancy is in the Ramsey County Human Resources department.  
The Human Resources Manager position will oversee the Affirmative Action Division in the Human Resources department as well as Diversity, Inclusion, and Organizational Development.  
This position is responsible for leading and managing a diverse team and driving diversity, equity, and inclusion strategies. The Human Resources Manager in this role must be a champion for cultivating an inclusive culture that embraces individual differences and unique needs. The Manager will lead a team that will provide tools, resources, training, and coaching opportunities to build formal and informal leaders across the county and leverage the diverse talent of our workforce to support Organizational Development and change management. We’re seeing an innovator who can develop training content in multiple delivery methods and enhance the online learning management system to promote employee development and growth. The Human Resources Manager must provide professional level human resources customer service to county service teams, departments and employees at all levels of the organization; cultivating relationships with strategic partners that will ensure Ramsey County's ability to attract, retain and develop a diverse workforce that is reflective of our communities and the divergent populations we serve.
 
This position serves a dual role as the County’s Affirmative Action Officer and will lead the County’s Affirmative Action Plan and strategy. In this function, the manager will oversee any claims of discrimination in partnership with leaders across the County to ensure claims are addressed. The HR Manager will oversee Americans with Disabilities Act (ADA) accommodations and ensure that our employees and job seekers have reasonable accommodations necessary for daily success.
 
This position reports to the Chief Human Resources Officer, serves as a member of the Human Resources management team, and works in collaboration with the county's racial equity leadership, action teams, and leaders within the County Manager’s Office.   The position serves as a strategic leader, manager, and advisor who initiates and gathers ideas from across the organization that influence strategy, engagement, and a collaborative and inclusive culture that supports the county's vision, mission, goals, core values, and strategic priorities.
Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. EXAMPLES OF WORK PERFORMED:

  1. Promote a diverse, culturally competent, and respectful workplace.
  2. Lead a division of the department and participate in management of the Human Resources department as part of the Human Resources’ management team. Responsible for setting the goals and objectives of the division of the department; developing, recommending, and implementing new and revised policies; implementing, monitoring and evaluating established programs; and managing the determination and reporting of the department’s performance indicators. 
  3. Participate on countywide teams and task forces to provide HR guidance in the planning, development, coordination and delivery of services; represent the department in service team meetings to identify priority work, solve problems, explain policy decisions and recommend changes to enhance services. Conduct special assignments relating to human resources management as directed.
  4. Coach, manage, direct, and supervise HR division staff in the provision of comprehensive human resource services to service teams; provide consultation, performance management and professional development to staff.
  5. Develop and recommend budget and manage expenditures and transfers for program areas.
  6. Advise departments of state and federal laws and human resources rules and policies for the administration of appropriate and consistent human resources practices for the county and methods and options for resolving employee or work unit problems.
  7. Analyze state and federal legislation and regulatory changes to determine effect on Ramsey County and prepare recommendations to the Director of Human Resources.
  8. Prepare County Board agenda items and provide justification and written reports as required; represent the department at agenda review.
  9. Ensure proactive, effective communication with the County Manager, Deputy County Managers, county department heads, managers and supervisors to identify service needs.
  10. Represent the Deputy Director of Human Resources for the Talent Team or Enterprise Team in the Deputy Director's absence.
Responsibilities specific to the Human Resources Manager – Diversity, Inclusion & Organizational Development/Affirmative Action Officer
  1. Leads all efforts related to Affirmative Action Workforce data, policies, and procedures and Diversity and Inclusion strategies.
  2. Lead the Ramsey County’s ADA Title I Coordinator in making reasonable accommodations for qualified employees and candidates and responding to inquiries about accommodations.
  3. Lead in the development and implementation of Ramsey County’s Affirmative Action (AA) Plan, Diversity and Inclusion (D&I) Plan, including efforts to recruit and retain diverse candidates and employees; monitor progress on goals; and help carry out AA Plan objectives and the County’s Workforce Report and presentation.
  4. Assist with initiatives to promote a respectful, inclusive workplace.
  5. Miscellaneous projects and other duties as assigned.           
  6. Provide guidance and support in the strategic planning, development and implementation of diversity, equity and inclusion initiatives, objectives and goals ensuring their connectedness to countywide strategies and goals.
  7. Advise on, develop and implement programs, processes, structures and tools that impact organizational performance including the performance management framework, conflict management, team building, workforce planning, succession planning, leadership and Organizational Development.
  8. Oversee the preparation of statistical data and reporting to federal, state, and local agencies to ensure Ramsey County's compliance with EEO laws, regulations, and guidelines.
  9. Serve a lead role in supporting change management initiatives, focusing on the people side of change within business units and across service teams.
  10. Serve on countywide committees including the County’s Racial Equity Leadership Team.
  11. Develop, implement and evaluate countywide employee training including e-learning curriculum, new employee orientation/onboarding, supervisor and leadership training and development and support of emerging leaders. Advise on and coordinate countywide foundational diversity and equity training. 
  12. Manage the development, implementation and evaluation of the county’s online learning management system curriculum.
  13. Work collaboratively with General Services to conduct recruitment and outreach efforts to attract diverse candidates.
  14. Provide consultation and support for county employee resource groups.

Minimum Qualifications

Education: Bachelor's Degree in Human Resources Management, Psychology, Industrial Relations, Business Administration, Public Administration, or a related area. 


Experience: Five years of progressive and professional level human resources or human resources related experience with an emphasis in the area assigned, including at least two years working in a supervisory capacity.


Substitution:Any combination of education and experience can be substituted for bachelor’s degree and required experience. 


Certification/Licensure: None.

Exam/Screening Process Information

This is a classified, managerial position that is exempt from the examination and certification requirements.  Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288, Subd.6 and the provisions of section 383A.289 of the Personnel Act.
