We are looking for an experienced individual who will spend their day multi-tasking on a wide variety of HR duties to include creative job postings, onboarding, administering benefits and leave, employee relations, performance management, management consultant, interpreting policy and procedures among other core HR responsibilities. The ideal candidate is someone who is an active HR business consultant with knowledge and experience in guiding management and employees through various Human Resources matters.

Performs highly complex human resources-related work in the Human Resources Division. Responsible for one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Enters, maintains, and coordinates data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft)
- Participates in hiring program activities, including, but not limited to managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
- Coordinates, and conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
- Review and manage routine medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
- Interprets human resources policies and procedures and pertinent state/federal rules and regulations with guidance from supervisor or Lead Worker.
- Responds to and processes requests and inquiries from employees for various human resources activities and programs.
- Responds to inquiries and complaints regarding human resources policies and procedures.
- Participates in quality review activities for human resources programs.
- Generates and analyzes automated reports regarding human resources activities.
- Provides guidance to management on sensitive issues in areas, such as employee discipline, performance management and substance abuse.
- Performance other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 1-year human resources-related experience. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Certification in Human Resources

- Human resources administrative practices and procedures.
- Federal and state laws, regulations, and guidelines governing the human resources field.
- Applicable human resources management and information systems.

- Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management.
- Prioritizing and organizing work assignments
- Preparing and maintaining confidential and sensitive records, files and reports.
- Using computers and applicable programs, applications, and systems.
- Communicate effectively.
- Exercise logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
- Sitting - prolonged periods of time
- Repetitive motion - substantial movements of the wrists, hands, and fingers
- Close visual activity-work includes data/figures; view a computer screen; extensive reading.
