Purpose of Position
Under the direction of the Associate Director of Equitable Housing, the Housing Program Manager will be responsible for the overall direction and supervision of Cast's rental assistance programs. The Housing Program Manager will be responsible for assisting the Associate Director of Equitable Housing with the development, implementation and coordination of rental assistance and permanent Housing Programming for survivors of human trafficking across Los Angeles County. Additionally, the Program Manager will be responsible for meeting the program and fiscal requirements as set forth in relevant grant contracts; maintaining community relationships with public and private organizations (including other housing providers, landlords and property management companies); and providing reports and documentation as necessary for the operation of the program.
Program Management: Assist in coordinating and overseeing the Rental Assistance Program and ensure program goals are met and captured.
- Ensure quality and performance of all rental assistance programming;
- Coordinate and oversee day-to-day operations to ensure optimal results and compliance with strategy and deliverables;
- Oversee referrals, intake process and exiting of clients from the program, including assessing appropriateness for nd readiness for program participation;
- Oversee development of individualized housing and case management plans and responsibilities for each client and monitor/work with Housing Case Manager to ensure that plans are followed and adjusted as needed;
- Assist in completing grant reporting for rental assistance programs; and
- Provide afterhours supervision to Housing Programs and hotline services on a rotating schedule.
Staff Management: Manage Rental Assistance staff to ensure high quality services are provided.
- Supervise staff, including providing ongoing training, support, and evaluation. Manage workflow, schedules, and coverage;
- Recruit, interview, hire, and train staff;
- Oversee all required data collection for the staff for grant and program reporting, offline and Cast's QuickBase database;
- Ensure the team provides an empowering, client-centered approach to case management while maintaining strong boundaries;.
- Ensure the team uses a Housing First Approach when assessing clients for program participation;
- Ensure the team is providing safe, affordable housing options that meets all inspection guidelines;
- Ensure Housing Case Managers maintain consistent contact with clients , develops goal plans according to clients input, and develop safety planning; and
- Ensure Housing Navigator is engaging landlords to participate in rental program, foster relationships, provide support and guidance, and maintain a landlord database.
- Coordinate with other Cast and partner agency staff for referrals and co-case management needs, as needed
Fiscal and Administrative Management: Manage and oversee all fiscal and administrative processes for the program.
- Ensure proper use and documentation for all funds and resources, in line with Cast Accounting and Procurement policy requirements;
- Manage credit card expenses and provide documentation in a timely manner to the accounting department;
- Ensure timesheets and other administrative documentation is completely correctly and submitted on time; and
- Monitor resource needs and comply with program budget.
Participation in Organizational Management: Work closely with the Associate Director of Equitable Housing on strategic development, compliance, and in meeting CAST's stated goals and objectives.
- Assist Associate Director of Equitable Housing to develop, implement and lead a vision for the Housing Program that is culturally sensitive, holistic and rooted in the principles of trauma informed care ; and
- Assist Associate Director of Equitable Housing to identify Opportunities for growth, which will include housing support , vocational training and supplemental support for survivors within all the Housing Programs.
REQUIREMENTS
Individual must be organized, flexible, capable of multi-tasking, and able to identify and respond to shifting priorities. Must also be a self-starter that can work within a team environment and handle a variety of tasks with urgent and fluctuating deadlines while maintaining strict attention to detail and balancing short- and long-term goals. Specific requirements:
- S.W. or BA in social work with at least 2 years' experience in housing (i.e. Rapid Rehousing, Affordable Housing, vouchers, etc.), providing case management services and/or direct services with highly traumatized populations; M.S.W. or MA preferred.
- Bilingual in Spanish or one or more Asian Pacific Islander (API) languages preferred
- Ability to work independently and with minimal supervision; Must be organized, flexible, detail-oriented, and multi-tasking.
- Must be a self-starter, able to work in a team environment and manage time effectively.
- Strong assessment skills and experience to determine client needs;
- In-depth knowledge of issues related to providing services to survivors of human trafficking, domestic violence, or sexual violence preferred, including knowledge of the service delivery system in Los Angeles and the regulations governing public and private benefits as well as federal benefits available to trafficking survivors.
- Demonstrated sensitivity to and knowledge of issues involved in working with diverse populations and/or with individuals who have limited English proficiency.
- Knowledge of multidisciplinary and multicultural approaches;
- Knowledge of local, state, and federal government donor requirements (e.g. Community Investments for Families Department, Office for Victims of Crime, Los Angeles Homeless Services Authority), a plus
- Ability to maintain a positive, cooperative, and professional demeanor with clients, partner organizations, volunteers/interns, staff/board, donors, consultants, and members of the public.
- Excellent oral and written communication skills, and ability to deliver oral presentations to diverse professionals and audiences;
- Ability to operate computer systems, including Internet, email, databases, and word processing software (Microsoft Office Suite);
- Capacity to work in a fast-paced program and manage multi-faceted services;
- Available to travel extensively throughout the Los Angeles region - must have a car, insurance and a valid driver's license
