GENERAL STATEMENT OF DUTIES
Act as a liaison between tenants and property managers while administering various housing assistance programs provided by Marion County Housing Authority. Provide considerable contact with property managers and families to assist and assure compliance in all assisted housing-related functions in accordance with federal, state and Housing Authority guidelines.
SUPERVISION RECEIVED
Work under the general supervision of a supervisor who establishes goals and reviews performance through regular monitoring of office workflow, conferences, and analysis of reports.
SUPERVISION EXERCISED
Primary supervision is not the responsibility of this classification; however, supervisors may assign leadwork responsibilities.
Typical Duties - Duties include, but are not limited to the following
  • Adhere to Marion County Housing Authority administrative and operating procedures.
  • Explain program policies and guidelines and manage a caseload of program participants and property managers within the assigned program area.
  • Verify documents, and calculate tenant income, assets, applicable expenses, and utility allowances, determining family rent amounts.
  • Conduct rent-reasonable surveys and rent negotiation.
  • Prepare and explain leases and contracts to clients and property managers. Initiate and process terminations of assistance.
  • Annually review tenant income and eligibility to determine rent adjustments.
  • Act as liaison between a property manager and tenant to resolve disagreements. Review and negotiate rent increase requests.
  • May inspect housing units for compliance with relevant federal, state, or local housing standards units before participants move in and annually.
  • Notify owners of needed repairs and reinspect to meet applicable Housing Standards.
  • Also conducts housekeeping inspections and assists in maintenance coordination for owned housing programs.
  • Initiate and maintain close communication with owners, managers, and social services agencies to assist families and prevent fraud.
  • Investigate and compile legal data in cases of suspected program abuse.
  • Prepare evictions, termination of assistance, and attend informal or court hearings.
  • Provide applicants and tenants with instructional and informational briefings.
  • Perform other duties as assigned.

Requirements for the Position
EXPERIENCE AND TRAINING
  1. Two years college course work in human relations, public administration or related field; AND
  2. Two years of experience working with low-income families or the elderly in a social services agency or Housing Authority; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County Housing Authority will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to Marion County Housing Authority policy and procedure.
  • This assignment is not represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday, 8:00 A.M. - 5:00 P.M, with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of: accepted modern office practices, procedures and techniques; English composition, spelling and grammar; arithmetic, clerical/accounting principles and processes.
Some knowledge of: techniques of supervision and training; concepts and techniques of prioritizing/organizing work; applicable program policies and procedures and/or rules, regulations and statutes depending on assignment of duties and responsibilities.
Substantial skill & ability to: independently, accurately and effectively perform assigned tasks and duties following established procedures and program policies; meet and assist the public, staff, clients and others in a courteous, professional manner; comprehend and adhere to oral and written instructions, communications and procedures; apply basic principles, policies and procedures to specific work assignments; operate modern office equipment; type or operate the keyboard of specific office equipment accurately and at an acceptable rate of speed; teach other staff particular work assignments and the operation of sophisticated office equipment.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; crawls; reaches overhead; lifts up to 30 lbs.; pushes up to 50 lbs.; pulls up to 50 lbs.; carries up to 50 lbs.(lifts, pushes, pulls and carries can be combined if same weight amounts); moves carts weighing up to 50 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal (or whispered) level of speech; possible exposure to blood/body fluids.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
VETERANS' PREFERENCE

Preference will be awarded only if the applicant meets the minimum requirements of the position and attaches the required documentation at the time of application.
