About this position:
The overall function of this position is to ensure that state roads are maintained in accordance with DOTD standards. This position reports directly to the Parish Highway Maintenance Superintendent. The incumbent must be self-motivated and be able to perform duties many times with minimal supervision, and also be able to interpret unforeseen conditions as they may arise.
A valid Louisiana Class "A" CDL is required prior to being appointed to this position.

Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience in the construction, maintenance or repair of roads, bridges, levees, drainage facilities, wharfs, buildings, or grounds; OR the operation of heavy mobile equipment, industrial machinery, construction or maintenance equipment; OR the maintenance of heavy mobile equipment, industrial machinery, construction or maintenance equipment.
NOTE:
A combination of experience in the various fields will be accepted.
Job Concepts
Function of Work:
To provide supervision, guidance, logistical support, and limited administration to a group of maintenance personnel maintaining roads, drainage, and bridges within a parish.
Level of Work:
Supervisor.
Supervision Received:
Broad review from a Parish Highway Maintenance Superintendent or other maintenance supervisor of higher grade.
Supervision Exercised:
Direct line over all parish level Mobile Equipment Operators, Helpers, and Laborers.
Location of Work:

Job Distinctions:
Differs from Parish Highway Maintenance Superintendent by lack of responsibility for management of all parish highway maintenance activities.
Differs from other maintenance supervisory jobs by its involvement in and responsibility for highway and road maintenance on the parish level.
Differs from Highway Foreman 2 by its lack of supervision over large groups of personnel performing specialized highway maintenance work (bridge construction, highway marking, striping, truss erection, etc.), district or statewide.

Job Duties and Responsibilities:
60% Supervises patching of bituminous surface of roadways with hot or cold pre-mixed bituminous material; hand leveling of bituminous surface roadways with hot mix; leveling and limited overlay of bituminous surface roadway with hot mix using a motor patrol or asphalt spreader; removing and disposing of deteriorated surface and base and replacing with hot mix; removing bumps on bituminous surfaced roadways with bump cutter or motor patrol; and repairing potholes.
20% Supervises maintenance of shoulders; restoring shoulders using bituminous material or aggregate; and blading and reshaping shoulders using a motor patrol. Supervises roadside vegetation control operations: mowing of roadside ditches with tractors; cutting and removing trees on rights-of-way; spraying herbicide on roadside to eliminate undesirable vegetation such as weeds, vines, shrubs, and trees; cutting and removing brush and small trees with brush knives and chain saws; and trimming around signs, mailboxes, etc. with weed eaters.
5% Supervises patching of concrete roadways with Portland cement concrete; patching or leveling roadways with hot or cold mix; and repairs of blow-ups and joints in the surface of concrete roadways.
5% Supervises cleaning of intersections, litter pickup, placing of traffic control devices in work areas, and preventative maintenance of equipment. Also supervises crew during emergency conditions such as snow and ice control, placing and tending high water signs, clearing roadways of fallen trees, and cleaning oil spills.
5% Makes daily reports, conducts performance planning/evaluations and approves leave requests. Assists in completing accident reports and payrolls. Trains subordinates and replaces Parish Highway Maintenance Superintendent and other Highway Foreman during their absence.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
