The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from storm surge caused by natural weather events.
Scope of Responsibilities The Electrician Specialist Foreman is assigned to directly supervise staff on Facilities team in the Maintenance Department, and to manage all electrical maintenance, repairs, upgrades and other related activities for the 6 SLFPA E Facilities located throughout Orleans, Jefferson and St. Bernard Parishes as well as the street and seawall lighting fixtures along Lakeshore Drive in Orleans Parish. The Electrician Specialist Foreman position performs at an advanced level, and is expected and required to direct and train helpers, other electricians, or various maintenance personnel on a functional basis within or outside of the incumbent’s direct line of supervision. Additionally, assignment may be changed on a temporary or permanent basis as the agency warrants and dictates to include assisting with any other needs at the Agency’s many support facilities throughout the FPA-E’s jurisdiction.

Qualifications

MINIMUM QUALIFICATIONS:
Four years of experience in the electrical trade, two years of which must have been working with specialized systems such as high-voltage distribution lines, power plants, or heavy, high-voltage mechanical or industrial equipment, or with electrical or electronic systems such as traffic signals.

SUBSTITUTIONS:
Training in the electrical trade will substitute for a maximum of two years of the required general experience on a month for month basis.

Function of Work:
To oversee and supervise the installation, repair and maintenance of electrical systems primarily over 660 volts, and to coordinate activities of Bridge Maintenance Electrical Specialist, distribution and Power Plant Specialist, Marine Electrical Specialist, and the Signal Light Electrical Specialist.
Level of Work:
Supervisor.
Supervision Received:
Broad review from a Facility Maintenance Director, District Engineer, Marine Maintenance Superintendent 1, or other higher level supervisor, manager, or administrative official.
Supervision Exercised:
Line over a staff of Electrician Specialist, and Electrician Specialist Leaders.
Location of Work:
May be used by all State agencies.
Job Distinctions:
Differs from Electrician Specialist Leader by the requirement to exercise full supervisory responsibilities.
Differs from Electrician Foreman by emphasis on maintenance, repairs and installation of electrical systems primarily 660 volts and higher, and pertaining to complex and technical activities at a power plant, electrically operated bridge, signal light, and marine electrical operations.

Job Duties (100% of scope of responsibilities described above)
75% - Functions at supervisory level and provides ground-level support when applicable.
  • Assigns and inspects the electrical work of Electrician Specialists, Electrician Specialist Leaders, MR1-2 and Trades Apprentices.
  • Approves leave.
  • Evaluates subordinate's work performance.
  • Initiates and implements training programs for subordinates.
  • Conducts in-service training for subordinates.
  • Makes inspections to determine the need for repairs and to estimate cost of repairs.
  • Raises requisitions for materials in the Pronto accounting system.
  • Updates and files cost and time records for all projects.
  • Installs electrical equipment such as motors, starters, relays, panel boxes, switches, and coils for single and three phase systems. Maintains generators.
  • Installs different types of voltage transformers and may be required to adjust voltage of agency owned transformers. Locates and corrects problems on high and low voltage lines by using insulation meggers, oscillators or tone detectors to locate faults in underground cables.
  • Troubleshoots shorts and open circuits in wiring, motors, and emergency generators.
  • May perform or assist in performing maintenance and repairs to hydraulic systems such as pumps, cylinders, hoses, filters, control valves as well as maintains and repairs grid couplings, locks, wedges, barriers on movable bridges.
  • Troubleshoots, repairs, and installs electrical meters, starters, and related switchgear and controls.
• Installs, tests, repairs, and maintains generators, transformers, converters, regulators, switches, circuit breakers, recording instruments, control systems and other circuit systems. • May dismantles repairs and assembles generators, synchronous motors, motor generators, marine motor generators, and rotary converters. May overhaul marine generators on marine vessel electrical power plant systems. Installs, alters, and replaces generation and distribution equipment in power plants, substations, transformer vaults, or distribution centers.
  • Cleans, adjusts and repairs electrical equipment such as air and oil circuit breakers and remotely controlled telemetering equipment
  • May perform or assist in performing advanced level work in the installation and maintenance of marine electrical systems and related equipment as well as Installations and repairs to marine distribution cables.
  • Installs, tests, repairs, and maintains all forms of generators, transformers, converters, regulators, switches, circuit breakers, recording instruments, control systems and other circuit systems.
  • Installs and repairs rigid electrical conduits, pulls in conductors, assembles buss bars, phases out and converts conductors, splices cables and seals connectors.
  • Trouble shoots distribution circuits and generating and controlling equipment to locate and correct the causes of outages and improper operation.
  • Repairs electrical auxiliary equipment in boosters and generator rooms, filtering and changing transformer oil, and checking conditions of insulators, oil circuit breakers and related equipment.
  • Uses standard electrical tools and equipment such as volt meters, ammeters, and watt meters. Places and adjusts mechanical contacts, trippers, and time-delay intervals of circuit breakers and relays using feeler gauges, dressing tools, and timing devices.
  • Installs, alters, maintains, and repairs electrical systems such as electrical motors for generator pumps, lighting systems, and other electrical fixtures and equipment.
  • May perform or assist in performing repairs, maintenance and alterations to electrical systems of electrical movable bridges, repairing limit switches, plunger switches, electrical drive motors, transformers, conduits, hydraulic pump motors and troubleshoots all electrical systems.
  • May install or assist in repairing navigation lights, solar panels, overhead lights at facilities, structures, and various field locations. Erects new poles and transfers interconnect and other cables, spans and controllers to new poles. Inspects lighting cables and replaces light heads and poles.
  • Documents, inspections and repairs equipment and fixtures in accordance with all current and accepted electrical codes and practices.

20% Draws, interprets, updates and files electrical blueprints. Provide guidance to private contractors on electrical system of the facility, field and complex structure components.
5% Required to perform other duties as necessary or as directed by higher ranking personnel.
NOTES:
The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard Parish and the east-bank of Orleans Parish from tidal surge, wind-driven water, and river flooding. Incumbent is on 24-hour call and will be required to report for work and remain on duty in case of emergency (hurricanes, storm, or other conditions which could lead to flooding) until such emergency subsides. May be required to work at the Lake Borgne Barrier safe house and operate floodgates for maintenance or during a storm related or emergency event. May be required to install stop logs during high water emergencies as well as participate in the making of sand bags wherever needed.
