THE POSITION
This recruitment is being conducted to fill two full-time vacancies in the Public Works Department. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and temporary vacancies for up to one year in the Public Works and Water Department.
The City of Vallejo is seeking candidates for two Heavy Equipment Operator positions, as collaborative members of the City's Public Works Department. Heavy Equipment Operators operate the most difficult and complex heavy construction and maintenance equipment in a variety of maintenance activities including excavating, grading, loading, transporting and related operations. Successful candidates will also be able to perform semi-skilled and skilled maintenance tasks.
The ideal Heavy Equipment Operator candidate will have at least three years of experience in schematic maintenance work, supplemented with specialized training in construction technology and be able to operate a variety of construction equipment, front loaders, back loaders, skid-steer loaders, grinders, and pavers. While not required prior to appointment, possession of a Crane license and Class A Driver's license is highly desirable.
DISTINGUISHING CHARACTERISTICS
This is an advanced journey classification. Employees within this class are distinguished from Public Works Supervisors in that the latter is the first-line supervisor classification responsible for the supervision, assignment and review of public works maintenance, repair and construction services for an assigned section.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from supervisory and management staff.
May exercise functional and technical supervision over lower level maintenance staff.
THE DEPARTMENT
The Public Works Department is responsible for the engineering design, construction, and maintenance of the City's roads, sidewalks, traffic signals, trees, open spaces, and buildings. The department also manages stormwater compliance programs, transportation planning, and recycling & solid waste contract services. The Maintenance Division is responsible for the maintenance of City-owned infrastructure including traffic signals, streets and alleys, city buildings and vehicles, and landscape of City medians, open spaces, and facility grounds.
The Water Department provides administrative, engineering, water treatment, and maintenance support for the City's potable water treatment and distribution. Our stringent criteria and regulations ensure we meet or exceed all regulations set forth by the California Department of Public Health and the U.S. Environmental Protection Agency. The Water Department works with the community and local schools to provide education related to conservation and current rebate programs.
THE CITY OF VALLEJO
The City of Vallejo is located in Solano County and has a population of approximately 121,000 residents. Vallejo is a rapidly changing, highly diverse community located midway between the cities of San Francisco and Sacramento. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Important responsibilities and duties may include, but are not limited to, the following:
- Operate heavy construction equipment such as backhoes, rollers, motor graders, boom trucks, dump trucks, 10- and 18-wheeler trucks, front-end loaders, cement truck, trencher, bulldozer, and forklift for a variety of maintenance and construction operations involving streets, and water systems.
- Grade and crown City streets, roads and alleys using motor grader; roll asphalt.
- Excavate water lines; backfill jobs upon completion.
- Clean debris from ditches, culverts and creek beds; bulldoze hill sides and fire trails as required.
- Perform additional construction and maintenance tasks such as concrete work, truck driving, and asphalt spreading
- Identify equipment needs for each assigned project; pick-up and deliver Heavy Equipment to and from construction sites. Secure equipment upon completion of work.
- Estimate time, materials and equipment required for jobs assigned, requisition materials as required.
- Check job site for potential hazards; determine precautions necessary for safe operations.
- Ensure the adherence to safe work policies and procedures.
- May assist in placement of necessary safety and traffic control devices; observe safety precautions related to the work.
- Inspect equipment, perform preventive maintenance on heavy and light equipment as required and report needed repairs.
- May assist the supervisor in the planning of work schedules.
- May provide lead supervision to a small crew of lower level maintenance staff and inspect and make reports of completed work or work in progress.
- Complete and maintain various records of time, material and equipment.
- Perform related duties and responsibilities as required.
A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience in schematics maintenance work involving the operation of construction equipment.
Training:
Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance supplemented by specialized in construction technology.
License or Certificate
Possession of, a valid California Class A driver's license or the ability to obtain a Class A Driver's License prior to the completion of the probationary period. The Class A Driver's License is to be maintained throughout employment with the City of Vallejo.
Knowledge of:
- Principles, methods and techniques of heavy and light equipment operation.

- Practices, methods, and materials used in general construction and maintenance work.
- Occupational hazards and standard safety practices necessary in the area of work assigned.

- Operate a variety of complex heavy power-driven equipment such as backhoes, loaders, motor graders, and boom trucks.
- Perform a variety of semi-skilled and skilled construction and maintenance tasks.
- Perform heavy manual labor.
- Lead, organize and review the work of assigned staff.
- Use and operate hand tools, power tools, and mechanical equipment in a safe and efficient manner.
- Perform duties in a manner to maximize public safety in the area of work assigned.
- Read and interpret maps, schematics, sketches, drawings, specifications and technical manuals.
- Perform a variety of manual tasks for extended periods of time and in unfavorable weather conditions.
- Apply good judgment and practical knowledge to resolve unusual or irregular problems in the area of work assigned.
- Respond to the Corporation Yard for emergency call out.
- Maintain work records.
- Understand and follow oral and written instructions.
- Work independently in the absence of supervision.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Construction site environment; loud machine noise; some lifting; work in inclement weather conditions.
