General Description:
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of
state lands and Natural Resources. This position is with our Coastal Resources Program area.
Performs advanced (senior-level) Natural Resources work for Coastal Resources. Work involves conservation, management, protection, preservation, or utilization of Natural Resources. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties:
Responsible for the overall development and implementation of the Texas Sediment Management Plan (SMP). This includes overseeing research and data collection efforts, reviewing and evaluating data, and providing direction on next steps of SMP development. Oversees SMP writing. Develops projects and scope of work needed for long-term SMP development. Oversees and manages internal and external SMP workgroups.
Develops the next iteration of the 309 Assessment and Strategies Report. Manages 309 funded projects. Aids in strategic planning to use 309 funds effectively to achieve the 309 Enhancement Strategies. Responsible for the execution of 309 contracts, compliance, and program area reporting. Drafts requests for proposals, and reviews relevant proposals, workplans, studies, and deliverables.
Coordinates with internal and external entities regarding the development of the SMP. Establishes and maintains relationships with external entities such as the USACE, BOEM, and other state agencies. Also responsible for the execution of biannual sediment workshops.
Assist CMP policy staff in developing sediment related rules and policy.
Participates in CMP Grant Review Team.
Functions independently within broad program goals while supporting program objectives and working collaboratively within a cross-functional interdisaplinary team. Other duties as assigned.
Knowledge, Skills, and Ablities (KSAs):
Knowledge of coastal and marine processes. Knowledge of the marine and coastal policy. Research and technical writing skills strongly preferred. Knowledge of project management theories and practices applicable to limited-scope projects and of local, state, and federal laws and regulations relevant to the administration of the project undertaken.
Skill in project management monitoring and in the operation of computers and applicable software.
Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risks, to prepare reports and charts, to communicate effectively, and to coordinate the work of others.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments. astal projects or a related field.
Qualifications:
Minimum Qualifications:
Graduation from an accredited four-year college or university with a degree in natural science, coastal or marine system science, marine geology or geology. Five (5) years professional experience in Coastal Project management, geology, natural resource technical writing or marine chemistry or system science.
Preferred Qualifications:
Five (5) years experience working directly on natural resource or Coastal Projects. A background in technical writing in the Natural Resources field strongly preferred. Know of coastal and marine sediment processes. Previous work with federal agencies such as the USACE. Proven ability to manage complex Coastal Projects. Proven ability to manage internal and external work groups. Previous state agency experience preferred.
