TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION

Under the direction of the Facility Director this position performs highly advanced (senior-level) Natural Resources work including managerial work and overseeing the daily operations and activities of a state fish hatchery.  Establishes goals and objectives; develops guidelines, procedures, rules, and regulations; develop schedules, priorities, and standards for achieving established goals; coordinates and evaluates program activities; and develops budget requests; fish propagation, fish distribution, production analysis, and maintenance of facilities.  Coordinates renovation and maintenance projects necessary for the operations of a state fish hatchery.  Provides outreach to the public.  Plans, assigns, leads, and monitors the work of others at the hatchery.  Assists the Facility Director with various special assignments.  Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree OR higher in Biology,

Marine Biology or closely related field.

 

Experience:

Three years of progressively responsible experience in the operation and/or management of a major

 governmental, or large scale commercial fish hatchery;

 

Two years of supervisory or team leader experience.

 

NOTE: Experience may have occurred concurrently. 

 

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

 

NOTE: Retention of position contingent upon obtaining and maintaining required license.

 

ACCEPTABLE SUBSTITUTIONS

Education:

Graduation from an accredited college or university with a Master's degree in Fisheries Science, Marine Biology

or closely related field may substitute for one year of the required experience;

 

Graduation from an accredited college or university with a PhD in Biology, Marine Biology or closely related field

may substitute for two years of the required experience.

 

PREFERRED QUALIFICATIONS 

Education:

Graduation from an Accredited college or university with a Master's degree in Fisheries Science, Mariculture,

Marine Biology, or closely related field with substantial course work in aquaculture.

 

Experience:

Experience in the operation and/or management of a Federal or State governmental fish hatchery.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of marine fish hatchery methods, and conservation issues;

 

Knowledge of pertinent research and fisheries management techniques and theories;

 

Knowledge of local, state, and federal laws and regulations relevant to program areas;

 

Knowledge of the principles and practices of public administration and management;

 

Knowledge of applicable laws, regulations, and policies dealing with fish hatchery operations and water intake

and discharge;

 

Skill in using MS Word, Excel, PowerPoint, and Outlook;

 

Skill in effective verbal and written communication;

 

Skill in public relations;

 

Skill in effective interaction with staff at all levels of the department and other state agencies and organizations;

 

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

WORKING CONDITIONS

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays;

 

Required to adjust to changing schedules;

 

Required to respond to emergency situations;

 

Required to work overtime as necessary;

 

Required to perform work outdoors, occasionally in adverse weather conditions;

 

Required to perform work in water-based field activities, including work aboard seagoing vessels;

 

Required to operate a state vehicle;

 

Required to travel 15% with possible overnight stays;

 

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

 

Non-smoking environment in State buildings and vehicles.
