Job Description
The City of Lodi Fire Department is currently accepting applications for Lateral Firefighter II. Qualified applicants must be currently working as a full-time paid Firefighter with another agency and have a minimum of eighteen months of paid Firefighter experience, possession of a valid EMT card, Firefighter I certification issued by the California State Fire Marshal, and Class C driver's license with a Firefighter endorsement or Commercial Class A or B driver's license. Applicants who do not meet all of the requirements will be rejected.

DEFINITION
Under supervision, participates in firefighting, emergency medical services, fire prevention activities, fire investigations, hazardous materials, rescues, confined space and homeland security incidents; operates and maintains fire apparatus; performs various fire support assignments; performs related work as required.
Firefighter II - This is the full working level class in fire suppression, performing all duties required to effectively respond to emergency fire suppression and basic life support medical situations. Incumbents perform a wide range of firefighting and fire support duties.
Examples of Duties
Duties may include, but are not limited to the following:
Responds to a wide range of fire, rescue and hazardous material alarms and operates fire equipment and apparatus; connects and lays fire hose lines connecting to hydrants and between engines; controls and extinguishes fires; raises and lowers ladders during firefighting operations; uses various hand and power tools to obtain entry to buildings, assists trapped victims, and provides ventilation.
Responds as an Emergency Medical Technician at the basic life support level, including cardio-pulmonary resuscitation, illness and trauma emergency medical care.
Assists in clean-up, salvage and overhaul operations. Supports fire investigation activities.
Uses firefighting and chemical safety apparel and equipment, including turnout gear, helmets, hoods, and self-contained breathing apparatus.
Performs regularly scheduled maintenance on apparatus, hoses and equipment to ensure readiness; cleans fire station & equipment.
Participate in public relations and public education programs.
Participate in staff support assignments which may include fire prevention, inspection, maintenance of inventory records, inspection of departmental equipment, and investigations.
Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community
Effectively communicate with people under trying circumstances.
Establish and maintain effective working relationships with those encountered in the course of work.
Willingness to participate in the Lodi Fire Department fitness program.
Typical Qualifications
Knowledge of:
Rules, policies and procedures governing the Lodi Fire Department; firefighting methods, techniques and equipment; operation and maintenance practices and methods for a variety of fire apparatus and equipment.
Safety practices and precautions pertaining to work.
Geographical layout of the City and location of various fire suppression utilities.
EDUCATION AND EXPERIENCE:
Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical combination is:
Education:
High school graduate or equivalent. College level Fire Science coursework is desirable.
Age:
Must be 18 years of age at time of application.
Experience:
Minimum of 18 months of full-time Firefighter experience.
LICENSES AND CERTIFICATES:
Certificate of Completion from an accredited fire Academy equivalent to a California ALA, California ARTP, Pro Board, IFSAC, or an academy equal to the Stockton Regional Fire Academy.
Current and valid California Certification as an Emergency Medical Technician.
Class C license with the ability to obtain the appropriate Driver's License with endorsements as mandated by the City of Lodi issued by the Department of Motor Vehicles to enable them to drive required Fire Department vehicles within 6 months after completing probationary period.
Possession of a Paramedic License is desirable.
WORKING CONDITIONS:
May be asked to work scheduled and emergency overtime.
Mobility: frequent performance of heavy manual labor; frequent crawl, bend, stoop, reach, and climb for long period of time.
Lifting: frequent lifting and maneuvering various tools, equipment and apparatus weighing up to 75 pounds.
Vision: essential duties require the mental and/or physical ability to read fine print on labels, manuals, maps, and diagrams.
Dexterity: frequent grasping, holding, and reaching.
Hearing/Talking: frequent hearing and talking in person. May be required to wear ear protection or hear in noisy conditions.
Environmental: frequent exposure to loud noise; frequent exposure to chemicals, fumes, and other environmental substances; work outdoors under adverse conditions such as at night, in confined and awkward spaces, in heavy traffic, in heat, cold, and rain. Frequent coworker contact; occasionally works alone.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.
CONDITIONAL JOB OFFERS - Conditional job offers are subject to successful completion of a medical drug screen and/or physical. Candidates should not quit or give notice to their current employer until final notification has been awarded by the Human Resources Division.
MEDICAL-DRUG SCREENING - All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.
APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.
EMPLOYMENT BENEFITS
SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.
HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).
HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.
LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.
RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.

Non-Shift Employees:
Date of Hire = 80 hrs/year.
6th year = 120 hrs/year
15th year = 135 hrs/year
21st year = 160 hrs/year
22nd year = 176 hrs/year
23rd year = 184 hrs/year
24th year = 192 hrs/year
25th year = 200 hrs/year
Shift Employees:
Date of Hire = 144 hrs/year.
6th year = 216 hrs/year
15th year = 288 hrs/year
21st year = 302 hrs/year
22nd year = 317 hrs/year
23rd year = 331 hrs/year
24th year = 346 hrs/year
25th year = 360 hrs/year
Shift = 12 hr days. Maximum carryover is 2 times accrual rate per year.
SICK LEAVE:
Shift = 5.54 hrs/pay period
Non shift = 3.69 hrs/pay period
HOLIDAYS:
Shift = 156 hours/year
Non-shift = 108 hours/year
HEALTH BENEFITS:
All employees are offered medical insurance for themselves and dependents through CalPERS-Medical Plans. City shall pay up to the following amounts:
$771.35 per month for Employee only
$1,542.71 per month for Employee +1
$2,005.52 per month for Family
If employee selects a higher cost plan, employee will pay the difference as a payroll deduction.
If an employee elects not to be covered by medical insurance through the City of Lodi, an additional:
$692.81 per month for family
$532.92 for employee + 1 dependent
$305.22 for single
will be added to either the employee's deferred compensation account or in cash. In order to qualify for this provision, proof of group insurance must be provided to the City.
The City shall pay the full cost for the employee and their dependents dental premium for the term of this agreement. The City agrees to provide a vision care plan, equivalent to the VSP Plan B, with a $25.00 deductible for the employee and dependents; the entire premium to be paid by City.
DEFERRED COMPENSATION:
A deferred compensation plan is available at the employee's option. The City matches up to 3% of the employee's base salary, subject to Federal Tax laws.
EDUCATIONAL INCENTIVE PAY:
Employees holding an Associate of Arts shall receive $25.00 per month if the: 1.) The AA is in Fire Science or related field or; 2.)AA is in a non-related field with a Fire Science Certificate from an accredited institution or; 3.)The employee possesses an AA degree and is actively pursuing a baccalaureate degree.
Employees possessing a BA or BS degree shall receive an additional $25.00 per month. If an employee possesses a BA degree, it is assumed that an AA is also possessed.
Employees holding an Associate of Arts shall receive $25.00 per month. These incentives are limited to employees hired prior to March 16, 2012.
EDUCATION ALLOWANCE:
Tuition Reimbursement up to $3000 per fiscal year as per City policy. Individuals enrolling in courses offered by recognized professional organizations which are not accredited through a college or university shall be eligible for up to a maximum of $300.00 per fiscal year upon satisfactory completion of course work..
