The Fullerton Fire Department is seeking community-oriented individuals with a vision and passion for serving the community. The Fullerton Fire Department provides service to a community of 137,000 in a 22 square mile area from six fire stations. The Fire Department is a team of 88 individuals who dedicate their careers to the steady improvement of essential public services, including emergency medical services, fire suppression, mitigating the consequences from disasters and rescue activities. Under direct supervision, in a training, non-safety capacity, a Fullerton Firefighter Trainee develops qualifications for the position of Firefighter; receives Fullerton Fire Department academy instruction and performs related work as required.
Upon successful completion of the Fullerton Fire Department Academy, a Firefighter Trainee shall be reclassified to Firefighter.
Assessment Process
Application Evaluation:
Candidates must attach the following documents to the online application. Do not attach any other items or additional certificates. The inclusion of additional documents could lead to disqualification from the recruitment process.
  • Certificate of completion from a California State Fire Marshal Accredited Firefighter I Academy/Program OR California State Fire Marshal State Firefighter I certificate OR proof of enrollment in a California State Fire Marshal Accredited Firefighter I Academy/Program. Please label document Firefighter Cert.
  • Current EMT-1 certification - card must show an expiration date. EMT-D is not acceptable in lieu of EMT-1. Please label document EMT Card.
  • Current CPR Card from the American Heart Association or the American Red Cross. Please label document CPR Card.
  • Proof of completion of a Candidate Physical Ability Test (CPAT) or Biddle Physical Ability Test (BPAT) completed between 3/3/23 - 3/3/24. Please label document PAT.
DO NOT ATTACH YOUR DRIVER'S LICENSE, HIGH SCHOOL AND/OR COLLEGE DIPLOMA OR RESUME.
Written Test:
The City of Fullerton will administer an Entry Firefighter written exam developed by CPS HR Consulting. The written test is tentatively scheduled for 3/28/24 (revised from 3/27/24). Candidates who achieve a passing score on the written test as established by the City of Fullerton will be invited to a Fire Captain interview. The written test will cover:
  • Reading Comprehension
  • Mathematical Ability
  • Mechanical Reasoning
  • Teamwork, Public Relations, and Community Living

Candidate Preparation Manual (CPM) - includes detailed recommendations on important concepts, such as the most effective test-taking strategies and methods, specific information about CPS HR test forms, and what to expect on the day of the test administration. The CPM also includes several practice questions covering each section of the test, along with helpful tools, like a sample answer sheet and template test instructions for candidates to prepare before the day of the test.
Practice Tests - simulates full-length versions of CPS HR tests and have been designed to replicate the look and feel of test-day material. The practice test contains practice items across the same sections contained in our test forms. When candidates have completed the online practice exam, they will receive a breakdown of their scores by section. (Candidates will not receive a list of the questions and answers.) In addition, candidates can re-take the practice exam one additional time at no cost.
Candidates who are interested in purchasing the CPM or practice test can visit The cost of the CPM is $5 and will be paid directly to CPS HR. The cost of the practice test is $15 and will be paid directly to CPS HR.

Fire Captain Interview:
Tentatively scheduled for the weeks of 4/22/24 and 4/29/24. Candidates who achieve a passing score on the Fire Captain interview as established by the City of Fullerton will be placed on an eligible list for Firefighter Trainee.
Fire Chief Interview:
Tentatively scheduled for the week of 5/13/24. Candidates on the eligible list may be invited to a Fire Chief interview. After the Fire Chief interview, candidates selected to continue the recruitment process will be required to complete a BPAT administered by the Fullerton Fire Department. Please note that not all candidates on the eligible list need to be invited to the Fire Chief interview.
Employment Guidelines
Education/Training/Experience:
Any combination of training and experience, which provides the required knowledge, skills, and abilities is considered qualifying. A typical way to obtain the required qualifications is:
  • Graduation from high school AND
  • Graduation from a California State Fire Marshal accredited fire academy with at least 400 hours of training OR Firefighter I certification from the California State Fire Marshal

SPECIAL REQUIREMENTS:
Successful completion of a CPAT or BPAT within the 6 months prior to formal application for the position of Firefighter Trainee.
Valid Class C California Driver's License and acceptable driving record at time of application and maintenance of such throughout employment in this position. Employees in this classification will be enrolled in the Department of Motor Vehicles Government Employer Pull Notice Program.
Must be at least 18 years of age at time of appointment
Eyesight not less than uncorrected 20/100, correctable to 20/30 with contacts or glasses. Must have color vision sufficient to recognize red, green and yellow colors.
Valid and appropriate Red Cross or American Heart Association cardiopulmonary resuscitation (CPR) certification at time of application and throughout employment in this position.
Possession of a current State of California approved Emergency Medical Technician (EMT) 1 or EMT Fire Service Certificate at time of application and throughout employment in this position,
Must be able to work a variety of shifts and a flexible schedule to include 40-hour workweeks or other shifts as assigned, overtime, emergency call back, holidays and weekends to accommodate City needs.

Supplemental Information
Candidates who successfully complete the assessment process for Firefighter Trainee will be placed on the eligible list for this classification which will remain in effect for at least one year or until an insufficient number of candidates remain on the list.
All employment offers, including appointment offers to City of Fullerton employees, are conditional based upon the successful completion of a medical examination performed by the City's designated physician, at City expense. Medical exams are administered to assess an individual's ability to perform the physical requirements of this position. In addition, City of Fullerton employees appointed to safety sensitive classifications and all new hires will undergo a drug screen.
Candidates must be able to successfully pass a Fullerton Fire Department pre-employment background and screening process.
All new hires, including non-regular City of Fullerton employees appointed to this position, will serve a one-year probationary period.
The Immigration Reform and Control Act of 1986 requires that you must be a U.S. citizen or an alien lawfully authorized to work in the United States to be eligible for hire. All new hires will be required to provide documentation to verify their status.
