Title:FEMA Program Manager - Response and Recovery
Location: Washington, DC (Hybrid Onsite)
Terms: Full Time/Permanent
Clearance: All qualified applicants must eligible to possess a minimum of a DoD Secret level clearance. By virtue of that, all must be US citizens.
Overview:
In this role, you will serve as a trusted advisor to FEMA's Office of Response and Recovery, helping them plan and execute strategic initiatives that drive the ongoing transformation of Federal incident management.
This includes management of workstreams covering:
- Training Module, Curriculum, and Competency Development and Training Course Delivery
- Meeting, Webinar and Special Event Planning, Development and Execution
- Product Rollout Plan and Socialization Strategy Development
- Program Development, Expansion, Reorganization and Staff Augmentation
- Leadership Offsite and Strategy Development
- Doctrine Development, Revision, Technical Editing and Graphic Development
- Policy and Procedures Development
- Program Evaluation
- Program Analysis, Assessment and Management
- Planning
- Process Improvement
- Case Study and Report Development
Responsibilities:
- Serving as the single point of accountability to the government and as the primary conduit between FEMA and our company leadership
- Leading, supervising, coaching, guiding, and developing a diverse, cross-functional team comprised of personnel from multiple firms and at different levels of specialization
- Providing informed and experienced counsel to FEMA leaders, managers, and programmatic staff on response and recovery subject matter, including doctrine and policy
- Identifying client areas of need and developing and proposing scopes of work to address those needs
- Applying our frameworks to organize insights as it relates to the needs of the clients
Basic Qualifications:
- Master’s or other professional degree in a field related to organizational management, emergency management, or law
- Extensive experience supporting FEMA in response and recovery mission areas
- A proven track record of leadership and managerial excellence, including supervision of diverse, multi-level reporting lines
- Deep knowledge of Federal emergency management law, regulation, policy, and doctrine
- Personal network of relationships within Federal emergency management
- Demonstrated ability to communicate effectively with senior executives through written and verbal channels
- Ability to commute regularly within the Washington, DC metropolitan area, and travel out-of-town within the US (up to 20%)
- U.S. citizenship with ability to obtain a DOD Security Clearance (the nature of our work with the federal government limits our hiring to U.S. citizens)
Preferred Qualifications:
- Project Management Professional (PMP) certification
- Emergency management certifications (e.g., Certified Emergency Manager®, National Emergency Management Academies graduate)
- Authorship of Federal emergency management doctrine and policy
- FEMA Qualification System/National Qualification System title within response and recovery mission set
- Experience with / knowledge of Azure and relevant certifications.
Job Type: Full-time
Pay: $145,000.00 - $160,000.00 per year
