The San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of Facilities Project Management Analyst* who will be responsible for performing a variety of complex administrative, operational, research, and analytical functions in support of Facilities and Project Management activities while supporting capital improvements, remodeling, and maintenance projects within the Department. This position will be responsible for preparing and managing a variety of complex documents, such as scopes of work, capital improvement projects, and project budgets. The incumbent will be expected to employ excellent communication and organizational skills to drive project completion, make recommendations to management, and support the preservation and improvement of Department facilities.

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.
DBH is a unique County Department comprised of six (6) service areas: Outpatient Clinics and Youth Services; Substance Use Disorder and Recovery Services; 24-Hour and Emergency Services; Forensic and Homeless Services; Administrative Services; and Program Support Services. The Department currently has a workforce in excess of 1000 positions and an approximate $164 million-dollar annual budget.

CONDITIONS OF EMPLOYMENT

Background Check: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, and/or medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation (mileage reimbursement is available at current IRS rates). A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

Applicants must meet BOTH the education and experience requirements for ONE of the following two options:
OPTION 1:
Education: A completed Bachelor's Degree from an accredited institution in public/business administration, behavioral/social science, accounting/finance, or closely related field of study. (A copy of your degree MUSTbe included with your application.)

--AND--

Experience: Two (2) years of full-time equivalent professional level administrative experience(duties equivalent to a County of San Bernardino Staff Analyst I class, see job description)performing analytical duties as a primary job function in at least two (2) of the following areas: budget/financial management, requests for proposal (RFP), contracts or grants management, organizational/operational/personnel activities, or facilities and capital improvement planning. (Qualifying area and corresponding experience should be clearly detailed in the Work Experience section of the Application.)
Note: General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.
Education Substitution: A completed Associate's Degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.
Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's Degree. Therefore, if you are applying under this substitution option, you must also possess the two (2) years of professional-level administrative experience as required in the Experience section above.

OPTION 2:

Experience: One (1) year of experience as a Staff Analyst II Trainee in San Bernardino County.

Education Substitution: A completed Associate's Degree from an accredited college or university in a qualifying field of study as stated above AND two (2) years of experience supporting management or professional level administrative services staff in any of the following areas: analytical studies, organizational operations, staffing projections and related budgeting, fiscal/budget analysis, data analysis, statistical analysis, accounting, economics or other closely related duties.
Important Note: Two (2) years of experience supporting management or professional-level administrative services staff is a substitution for those applicants who do not possess a Bachelor's Degree. Therefore, if you are applying under this substitution option, you must also possess the one (1) year of Staff Analyst II Trainee experience as required in the Experience section above.
Note: Qualifying coursework must have been completed at a college or university accredited by an association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by an association recognized by the United States Department of Education.
Ideal candidates will have extensive experience preparing and processing county, state, and/or federal contracts, procurement and service contracts, processing and preparing grant applications, conducting competitive bids, and negotiating contracts with vendors.

Knowledge and understanding of the County's Board approval process and experience preparing Board Agenda Items (BAI) is highly desired.

Desired knowledge and skills include:
  • An understanding of principles and practices of Project Management as applied to mid to large scale projects.
  • Excellent writing skills with the ability to prepare clear and accurate bid and procurement documents, capital improvement project requests, and other capital improvement planning documents.
  • Effective and persuasive communicator with the skills and knowledge of techniques required to negotiate contract terms beneficial to the County and educate and ensure contractor compliance.
  • The ability to perform complex, sensitive, and detailed administrative and analytical work involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines.
  • Knowledge of pre-development, design, construction, and close out of capital improvement projects.
  • Knowledge of Computer Aided Design (CAD) Software and/or other facility management software.
