Appointment Type: Permanent Exempt (what does this mean?)
Length of Appointment: Permanent Exempt, Full Time not to exceed three (3) years. This position is excluded by
the Charter from competitive Civil Service examination process and shall serve at the discretion of the appointing
officer.
Hours: Full Time / Full Year

As the 5502 Project Manager I, you will report to the General Obligation Bond Program Director, be a part of the Facilities Division and manage discrete and complex projects within SFUSD's General Obligation Bond (G.O. Bond), as well as a subsequent facilities bond, if approved by the voters. You will deliver straightforward projects on your own, and assist on larger, more complex projects as part of SFUSD's project delivery team. You will also manage school construction projects that will require experience and aptitude for multi-disciplinary project planning and scoping, environmental review, and design development, construction, and closeout. You will embody the mission and values of SFUSD in your project delivery style and work ethic.
We expect our 5502 Project Manager I will:
Demonstrate a Leadership Mindset
  • Be proficient in technical aspects of architectural, civil, mechanical, electrical, structural and geotechnical engineering design and specifications, either by education or prior experience;
  • Have working knowledge of various funding sources and restrictions; procurement requirements for public projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and construction; and construction management techniques and practices.
  • Under general supervision, manage projects autonomously, while keeping management apprised of all materials matters impacting scope, schedule, and budget of projects in your workload;
  • Immerse yourself in the Bond Program's work with curiosity and passion, in pursuit of improving learning environments for SFUSD students.

Manage to Results
  • Assemble straightforward design packages from pre development through final bid;
  • Manage full capital project delivery life cycle, including design, bid, construction, and closeout.
  • Schedule and budget capital projects; develop and enforce work statements; monitor, review and revise job orders, schedules and budgets;
  • Manage routine environmental and other permitting, routine interactions with other government agencies and City departments;
  • Use software programs including GSuite and Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), Bluebeam, Smartsheets, and computer based project management software.

Manage Teams
  • Manage interdisciplinary project design teams to implement SFUSD G.O. Bond facilities projects within a budget range of $1 to $20 million;
  • Work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed;

Manage Relationships
  • Recommend resolutions on contract disputes; maintain client contractor relationships;
  • Make effective presentations to clients and the community; and communicate effectively with the public, community groups, the media, other City departments, agencies, and private contractors;

The strongest candidates will have:
Demonstrated knowledge of:
  • Working knowledge of requirements for primary and secondary education capital facility projects, institutional projects, or other local public sector capital facilities projects;
  • Familiarity with landscape and stormwater design, schoolyard improvements, or outdoor learning environment design;
  • General Obligation Bond funding and restrictions;
  • Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction, including the Division of the State Architect (DSA) and California Department of Education (CDE);

Demonstrated ability to:
  • Act with integrity and candor with stakeholders, and to commit to equity in project approach and implementation;
  • Communicate effectively, in writing and verbally, and appreciate the situational context to individuals, small groups, and a variety of audiences (e.g., staff meetings, executive briefings, public board meetings, memos);
  • Understand the limits of their own experience and/or personality, including appropriately escalating urgent and/or politically sensitive items when needed.

Minimum Qualifications
  • Bachelor's degree (B.A. / B.S) from an accredited college or university; advanced degree preferred
  • 3 years of professional-level experience in a large, urban school district, or human resources department, or other educational setting
  • Strategic leadership and management experience; in a K-12 public educational setting preferred

Substitution: Education requirement may be substituted for additional professional-level experience on a year-for-year basis.
