Job description

Performs responsible administrative and technical work planning and managing activities involving the planning operation, alteration, repair, maintenance, and capital project management of County facilities. Administers facilities operations, maintenance, and project management contracts. Plans, directs, and organizes the work of employees engaged in the operations, maintenance, repair, and project management of County buildings, facilities, and projects including plumbing, electrical, heating, ventilating, and air conditioning systems, as well as logistical support for the operation of public buildings, grounds, and project management. Work requires the exercise of considerable independence.


ESSENTIAL JOB FUNCTIONS

  • Manages the planning, development, implementation, evaluation, and overall support for operations, repair, and maintenance, and project management of County buildings, small structures, equipment, infrastructure, furnishings, and grounds.
  • Establishes policies and procedures, goals, and outcome measures; ensures implementation of and compliance with policies and procedures; plans and coordinates department programs; and assists in the development of strategic and long-range planning.
  • Provides direction, supervision, coordination, and guidance to staff engaged in the operation, alteration, repair, maintenance, and project management of County buildings, small structures, equipment, infrastructure, furnishings, and grounds; and is responsible for the selection, placement, promotion, training, safety, appraisal, and discipline of assigned employees.
  • Manages department financial processes; develops and implements annual budget; manages purchasing and procurement processes; and prepares and maintains related reports and documentation.
  • Assists in the planning and managing of the construction of new building projects, building maintenance, operations, and contracted facilities services; gathers and analyzes data; formulates needs; develops design and construction procedures; performs cost/benefit analyses; researches best practices; and performs other administrative reviews of departmental programs and functions.
  • Performs inspections and walk-throughs of County buildings to determine maintenance and repair needs and ensure contract performance compliance.
  • Prepares specifications, reviews bids, negotiates agreements, and monitors contracts; prepares, reviews, and approves bid specifications, addendums and change orders; manages service, annual maintenance, construction and design, and professional contracts.
  • Prepares budget and manpower requirements including the development of specifications for code-required inspections, elevator, electrical, plumbing, HVAC, custodial/maintenance services, and alarm monitoring contracts at designated buildings and facilities.
  • Serves as liaison with various individuals and user groups to provide information and direction on projects, programs, and other departmental issues.
  • Assists with public outreach programs and project status reporting.
  • Performs professional administrative duties including written reports, memorandums, letters and electronic correspondence, interaction with others, and communication through telephone and meetings.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

Education and Experience:

  • Bachelor's Degree
    1. Preferred:
      • Building Construction
      • Engineering
  • Five (5) years of experience in facilities construction, management, or operations, to include lead or supervisory experience.
  • Or an equivalent combination of relevant training, education and experience.

Special Qualifications:

Must maintain a valid driver's license

  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of operations and practices of local government.
  • Knowledge of modern building systems and construction techniques and of commercial and government facilities management.
  • Knowledge of the methods, techniques, and practices utilized for the operation, care, alteration, repair, maintenance, and project management of buildings and related facilities.
  • Knowledge of design and construction principles relative to building construction including knowledge of State and Local building codes, occupational hazards, and safety precautions required.
  • Knowledge of office management, budgeting skills, organization, and time management skills.
  • Knowledge of construction practices currently recognized in the construction industry.
  • Knowledge of the operation and care of equipment, tools, and supplies.
  • Strong analytical and research skills; ability to ascertain priorities, make recommendations, and meet deadlines and objectives.
  • Skill in the use of software applications related to assigned industry; ability to maintain accurate records and reports.
  • Strong leadership and managerial skills, to include team building, mediation, and motivational skills.
  • Skill in effective communication, both orally and in writing, to include public speaking.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to develop effective proposals and maintain accurate records and reports.
  • Ability to plan, organize, direct, and appraise the work of professional, technical, administrative support, and assigned personnel
  • Ability to determine requirements, provide necessary input, estimate costs and perform accounting and cost reporting functions for proposed projects or contracts.
  • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.
  • Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems.
  • Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiencies, quality of output and operational performance.
  • Ability to manage consultants, contractors, and vendors in the performance of their obligations on multiple projects.
  • Ability to analyze a variety of administrative problems and to make sound policy and procedural recommendations.
  • Ability to operate a motor vehicle.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
  • Ability to analyze and interpret departmental functions, procedures and policies.
  • Ability to read and interpret blueprints, plans, and specifications.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals.
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

PHYSICAL DEMANDS

Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 25 pounds; occasional lifting of up to 50 pounds.

WORK ENVIRONMENT

Work is performed indoors and outdoors and requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.

RISK/SAFETY CONDITIONS

The position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable disease, etc.).
