Job Summary
Oversees all matters pertaining to the safe and efficient operation, maintenance and development of Marco Island, Immokalee and Everglades Airports. Manages the day-to-day administration of a general aviation airport and Fixed Base Operation. Employees in this classification execute the policies and procedures of the Airport Authority as they relate to Airport Operations; promote the airports and develop and administer programs to improve the facilities and services at the airports; and ensure compliance with all local, state, and federal regulations.
Essential Functions
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; develops and oversees staff scheduling requirements.
• Conceives and prepares recommendations regarding policies, rules and regulations, directives, programs, agreements, leases and contracts and other documents which may require the consideration, action or approval of the Airport Authority (the Authority/Board of County Commissioners).
• Develops and implements Airport Operations policies and procedures; implements the policies and the Board of County Commissioners and the Airport Authority.
• Updates emergency procedures manual; implements emergency procedures.
• Maintains airport taxiway/runway systems.
• Ensures that the terms of all tenant leases are adhered to by the lessees. Responsible for airport lease and contract administration, oversees tenant lease negotiations, monitors compliance with applicable minimum standards and leasehold development standards.
• Develops the annual budget for assigned airport; oversees and administers budgetary expenditures.
• Prepares and administers the Five-Year Master Plan, Annual Work Programs, and Annual Report for the consideration amendment and approval of the Authority. Develops and implements the Airport Development Program and grant funding program. Formulates and implements the Foreign Trade Zone for Collier County.
• Manages the Authority's relationships with all regulating agencies such as FAA, FDOT, U.S. Fish & Wildlife, Environmental Protection Agency (EPA), Florida Game and Freshwater Fish Commission, Army Corp of Engineers, Economic Development Administration (EDA), AND United Sates Department of Agriculture (USDA).
• Assists supervising Division Director in determining airport capital improvement needs and oversees projects.
• Ensures compliance with all Federal Aviation Administration and Florida Department of Transportation airport safety policies and regulations; oversees compliance with all Environmental Protection Agency, DEP, and County regulations regarding fuel storage and fueling operations.
• Coordinates the development and implementation of requests for proposals with Purchasing Division for the solicitation of various airport services as required; coordinates the development of bid packages for the selection of goods, services, contractors, etc., through the Purchasing Division.
• Develops and implements airport marketing and promotional programs and materials.
• Manages the operation and maintenance of Authority-owned aircraft.
• Coordinates special projects. Primarily responsible for planning and coordinating of airfield construction and development projects, including reviewing and commenting on engineering plans, ensuring safe and efficient Airport Operations during construction.
• Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors.
• Manages projects during design phase and consults with construction project manager during construction phase when necessary; attends regular project progress meetings; prepares, reviews, and processes change orders for changes to contracted scope of work; processes purchase order requisitions, work orders, and invoices; reviews project progress reports submitted by contractors; monitors adherence to project schedules.
• Maintains airport files and records; files report as required on a daily, weekly, and monthly basis.
• Serves as liaison to outside agencies. Conducts presentations and briefings for civic groups and the Board of County Commissioners.
• Briefs supervising Division Director, Department Head, and County Manager on various airport issues; updates various governmental and private publications on airport information and data.
• Reviews airport safety inspection logs and fuel quality assurance logs.
Minimum Qualifications
• Bachelor's degree in Business Management, Airport Management, or closely related field.
• Four (4) years of related experience.
• Fingerprinting required.
LICENSES/CERTIFICATES
• Must possess or be able to obtain Certified Member (CM) Certification from the American Association of Airport Executives (AAAE) within 6 months of hire.
• Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

- Salary offers above the minimum pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
