Executive Director - Public Works Board

The Local Government Division (LGD) partners with local governments, public entities, nonprofits, and others to strengthen the ability of local governments and community based organizations to fund and develop critical services to their citizens. The division provides access to state and federal resources through grants and loans to plan, develop and build needed infrastructure and capital facility projects across the state.
The Executive Director - Public Works Board (PWB) guides a 13-member citizen board, appointed by the Governor, responsible for strategic direction, technical assistance, and financing to assist local governments with meeting their infrastructure needs in accordance with state policy priorities. This is accomplished through the programs and resources administered by the Board. This position reports directly to the Managing Director of the Boards Unit, and is responsible for leading a unit of 10 FTEs who provide direction, oversight, management, and administration of services and activities to the PWB and its customers. PWB is a policy board with rule-making authority. It provides statewide assistance to local governments for public infrastructure. The mission of the PWB is to empower Washington communities to build and maintain sustainable infrastructure. The Executive Director serves to carry out the business of the Board.
DUTIES:
TheExecutive Director provides direct advice, facilitation, assistance, and strategic direction to the Board, legislature, local governments, elected officials, private entities citizenry, federal and state government agencies, and tribal nations on matters dealing with infrastructure investments.
This position is responsible for ensuring that PWB carries out its essential statutory authorities, to assist in the financing of critical Public Works projects by making loans, grants, financing guarantees, and technical assistance available to local governments. Below are some of the duties performed in this role.
Communications and Partnerships:
  • Develops and maintains strong working relationships and strategic partnerships with stakeholder associations, local governments, federal and state policy makers, legislative and congressional staff, the governor, and the Office of Financial Management.
  • Acts as legislative and interagency executive liaison on issues related to infrastructure financing opportunities created by state and federal funding.
  • Provides leadership and collaboration in working with the Board and the contracted lobbyist on and at times representing the Board in Legislative relations.
  • Serve a leadership role participating in the "SYNC" Interagency multijurisdictional system improvement team.

Budget and Financial Management:
  • Provides leadership and direction in managing the loan portfolio of the Board for adherence to state and federal regulations.
  • Provides recommendations and direction to maximize Board resources available to local governments and Tribes for infrastructure investment including the use of the Accelerated Loan Commitment Model (ALCM), the public facilities construction loan revolving account, and other sources as made available by the legislature.
  • Oversees and sets direction in developing and managing operating and capital budgets, including oversight of commitments and expenditures.
Board Support / Legislative Matters
  • Directs the research, program development, and issuing recommendations to the Board on matters dealing with policy, maximizing the resources available, program administration and management, and project selections.
  • Directs the development of agency and governor request legislation related to public infrastructure investments; shepherd through the legislative process in coordination with agency legislative director.
  • Oversees staff that develop and maintain the Washington Administrative Codes in accordance with RCW 43.155
  • Leads the analysis of proposed legislation as it affects the Board; provide input to the Board on the action necessary to secure the optimal outcome of the legislation.
  • Oversees the development and implementation of the strategic plan of the Board and develops the plan to accomplish specific actions during any given biennium.
Program Development/Implementation:
  • Directs and manages multiple infrastructure programs that provide grants and loans to assist political subdivisions of the state and to federally recognize Indian tribes in meeting their infrastructure and broadband needs.
  • Oversees the review of financial and managerial capacity analysis of funding applicants (underwriting) to ensure their ability to assume complex infrastructure projects and the ability to repay loans.
  • Directs the implementation of new programs created by legislation, and develops related rules, policies, procedures, and business practices on behalf of and under the direction of the Board.
Messaging and Education:
  • Develops and monitors performance based outcomes for the Board and its programs.
  • Assist and guide the Board in educating and informing legislators and other interested parties regarding the programs administered by the Board and the challenges facing local governments.
  • Oversees the development of reports to the legislature, governor, other departments, and stakeholders on the programs, policies, and investments made by the Board.
  • Oversees the development and delivery of outreach and technical assistance to our customers and representative associations
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in business, Finance, Public Administration, Engineering, or Natural Sciences. (Experience may substitute for education.)
AND
  • Five years of experience in community, trade, economic development, engineering, or Public Works.
    • Two or more years of experience developing, drafting, and implementing executive and administrative policies.
    • One year of supervision and professional development of staff, including hiring staff, balancing workload requirements, performance evaluation, training, mentoring, and staff coaching to ensure ongoing and adequate staffing to meet program requirements, and effective leadership.

Desired Education, Experience, and Competencies.
  • Master's degree in Business, Finance or Public Administration.
  • Previous experience working with state policy boards, and infrastructure financing.

Work From Anywhere In Washington StateThis position may be located anywhere within Washington state, though occasional travel to a Commerce office building or in-state travel to attend events or meetings will be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
