With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
This position is located at the Department of Mental Health, Orangeburg Area Mental Health Center, 2319 St. Matthews Road NE Orangeburg, SC. 29118.
In conjunction with the South Carolina Department of Mental Health (SCDMH), the Orangeburg Area Mental Health Center (OAMHS /aka the Center) seeks to fill the position of Executive Director.
Orangeburg Area Mental Health Center, is an outpatient facility of the South Carolina Department of Mental Health reporting to the SCDMH Deputy Director, Community Mental Health Services. The OAMHS serves the residents of Orangeburg, Bamberg and Calhoun counties and has a staff of 72 FTEs and a budget of approximately 7.6 million dollars.
The Executive Director has overall strategic and operational responsibility for the clinical and administrative operations of the Center. In collaboration with the Board of Directors, as the the Executive Director, you will review and/or revise the vision and develop a strategic plan to guide the Center's goals, priorities and activities. In this position you will oversee the efficient and effective day-to-day operation of the OAMHS and manage the Center's programs, resources, and partnerships. You will work with staff and diverse cultural groups and understand of the types of psychological/social problems facing the Center's clients.
Responsibilities for the Executive Director include but are not limited to:
  • Directs the Community Mental Health Center's operation to include an annual Operations Plan, a Quality Assurance Program, Records Management, a Management Information System (MIS), Corporate Compliance Program and a Financial Management Program.
  • Reports to the Assistant Deputy Director for Community Mental Health Services (CMHS) and respective CMHC Board of Directors to assess needs and implement programs consistent with department priorities and local needs within capabilities of staffing resource availability.
  • Ensures the preparation of the budget, grant proposals, managing grants, the supervision of funds generated and expenditures, and operating within the approved budget for the center.
  • Directly supervises Chief Psychiatrist, Program Directors, Administrator, Human Resources Manager, QA/CARF/Corporate Compliance Director, Office of Performance Improvement and Education, and the Administrative Assistant.
  • Directs appropriate implementation of personnel practices and procedures. Ensures requirements for access, staff productivity and clinical documentation are met at all center locations.
  • Responsible for facilitating helpful and positive community and agency cooperation and service implementation and delivery; ensures the delivery of appropriate public information and education activities, to include the operation of Highway to Hope, mobile crisis, suicide prevention programming, etc.
  • Assures the development of a behavioral system of care that is culturally competent, promoting the involvement of advocacy groups, clients and family members.
  • Performs special tasks as assigned by the Assistant Deputy Director and other related duties as necessary and required such as ensuring the Denmark Pharmacy Telehealth Project meets its metrics.

Minimum and Additional Requirements
State Requirements: A bachelor's degree and relevant program management experience.
Agency Requirements: A master's degree and four (4) years of a social service program experience, two (2) of which must be in a Mental Health field. At least five (5) years of senior level managerial experience in Mental Health field.

Preferred Qualifications
A master's degree in the social sciences, health sciences, business or public administration and at least 7 years of executive level experience in Mental Health service delivery. Clinical knowledge, skills in management of organizations, budgeting/financial operations, and community relations skills are essential for success in this position.
Experience in managing services in an outpatient Mental Health facility is highly desirable along with grants management and demonstrable proficiency in public speaking.
Additional Comments
Knowledge of the agency's mission, programs, objective, laws, regulations, policies and procedures relevant to Mental Health. Knowledge of the agency's organizational structure, the people who manage the work and the processes applicable to government work. Must have ability to plan, implement and administer special projects and collect relevant data for program outcomes. Ability to make presentations and prepare reports. Have basic computer and word processing skills. In addition, clinical knowledge and business management skills are required. This position will function as a key decision-maker and directs management team in complex policy development, program implementation, professional practice standards, resource allocation and system evaluation with independence and responsibility. Functions under limited supervision. Ability to plan/direct professional services and administration of activities within a clinical environment, and follows regulations, policies and standards used in rendering Mental Health care. Ability to supervise exempt / non-exempt staff in the care and treatment of the mentally ill.
