This is an administrative position responsible for assisting the Executive Director of the Housing
Authority in a variety of planning and management functions in the areas of operations maintenance, programming, and budgeting. The work also involves planning, organizing, directing, and evaluating the operation of all existing Low-Income Public Housing program, Section 8 program, and any new programs as authorized by the United States Department of Housing and
Urban Development (HUD).
Work is performed under general direction of the Executive Director.
Major Duties and Responsibilities
1. Establishes procedures for automating and maintaining all housing authority financial, personnel, tenant, and property records; functions as an operator of the computer system. Supervises phases of the Housing
Authority's operations including, reviewing records and reports, inspecting the condition of Authority buildings and grounds, reviewing tenant files, etc.
2. Assist with procedures for handling fiscal and confidential records.
3. Assists in planning and implementing housing procedures.
4. Assists in the preparation of the budget and maintenance of budget control.
5. Assists in policy formulation analysis and program evaluation.
6. Assumes the duties and responsibilities of the Executive Director in his/her absence;
7. Keeps informed on regulations, legislation and innovations in the field of public housing.
8. Completes special projects as assigned.
9. Does related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES
Good knowledge of modern business administration procedures and equipment; good knowledge of public personnel practices and of budgetary procedures; working knowledge of the theory, problems and goals of public housing; ability to understand and interpret complex written instructions, particularly state and federal manuals and other guidelines, as well as the
Public Housing Law; ability to readily acquire familiarity with the laws, policies, and regulations practices and functions of public housing and HUD; ability to plan and supervise the work of others; ability to assume responsibility for all aspects of planning, organizing directing, evaluating improving and coordinating a comprehensive public housing management program; ingenuity and resourcefulness in handling administrative problems with tact, courtesy, good judgement, physical condition commensurate with the demands of the position.
Required Knowledge and Abilities
1. Knowledge of the general operations and procedures of a Public Housing Agency (PHA).
2. Knowledge of the purposes, policies, and regulations of the Housing Authority as established by the
Board of Commissioners or as set forth by HUD regulations.
3. Knowledge of the objectives, programs, budgetary needs, and organizational structure of the Housing
Authority.
4. Knowledge of the local, state, and federal laws governing public and other subsidized housing programs including health and fire regulations, landlord/tenant relationships, leasing of property, and evictions.
5. Knowledge of the laws and regulations governing bonded indebtedness, handling of bids, and the preparation and execution of contracts and agreements.
6. Knowledge of community/social services available locally and through state and federal agencies and/or funding sources.
7. Knowledge of report preparation techniques and procedures and a demonstrated ability to prepare and evaluate professional and technical reports, grant applications, and other documents.
8. Ability to present ideas and information in a clear and concise manner, both orally and in writing.
9. Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials; ability to communicate with people from a broad range of socioeconomic backgrounds.
Minimum Education, Training, and/or Experience
Graduation from high school or possession of a high school equivalency diploma AND:
Experience in finance, urban planning/management, business/public administration, or related field and at least 5 years of progressively responsible experience in management, with at least 2 years in a supervisory capacity; or any equivalent combination of education, training, and experience which provides the required knowledge and abilities.
Special Requirements
1. Ability to gain Certification as a Public Housing Manager within twelve (12) months of employment.
2. Possession of a valid driver's license.
3. Ability to be bonded.

Pay: $53,620.00 - $65,000.00 per year
