The Finance and Administration Cabinet's Office of Policy and Audit is responsible for conducting internalaudits, investigations, and management reviews within the Cabinet while evaluating and improving theeffectiveness of Cabinet operations within the following areas: Financial, Compliance, Operational orProgrammatic performance, and Waste, Fraud, and Abuse Detection.
Responsibilities include, but are not limited to, the following:
- Oversee and manage any internal audit, investigation, or management review to ensure processes are risk-management compliant within the Finance and Administration Cabinet.
- Upon request, provide auditing and consulting services to various Cabinets across the Commonwealth to assesscompliance and efficacy of relevant policies and laws.
- Assist the Finance and Administration Cabinet Secretary in carrying out their responsibilities as the ChiefFinancial Officer for the Commonwealth, with respect to policy and audit functions.
- Coordinate the enacting, amending, and repealing of state-wide Finance and Administration Cabinet Policies(FAPs) as well as the internal Finance Policies and Procedures (FP&Ps).
- Establish the Cabinet's overall audit strategy for the engagement and development of audit plans for approvalby the Finance and Administration Cabinet Secretary.
- Provide recommendations to improve the effectiveness and efficiency of internal Finance and AdministrationCabinet processes to ensure accuracy while also assisting in monitoring compliance of state agencies requiredto adhere to cabinet policies and procedures.
- Provide day-to-day oversight and development of the Office of Policy and Audit.
- Bachelor's degree or four (4) years' experience in Accounting, Finance, or a related field (CPA, CIAcertification preferred)
- Proven experience in financial or program management compliance audits as an internal auditor or similaraudit role.
- Strong understanding of financial and operational processes.
- Excellent analytical skills and problem-solving skills.
- Strong writing ability to create thorough and well written reports.
