Manages City-wide environmental permits, licenses, and conditions including support of permit application development, tracking of permit deadlines, monitoring of compliance, notification of permit holders, coordination with regulatory agencies and provision of technical support City-wide on regulatory concerns. Provides training, education, and outreach on environmental issues to internal and external stakeholders.
ESSENTIAL JOB FUNCTIONS

- Provides permit management and database maintenance to steward regulatory compliance
- Monitors permit requirements and coordinates with City Departments to ensure timely compliance with conditions and timely renewal of permits
- Coordinates the City's National Pollutant-Discharge Elimination System (NPDES) Program including periodic submission of the NPDES stormwater permit renewal and required annual reports
- Performs outreach on environmental topics and supports events related to pollution reduction
- Monitors compliance with the Industrial Pretreatment Program including research and recommending updates as required by federal and state regulations
- Develops and coordinates special projects relating to environmental permitting and regulatory compliance and provides on-call response and reports on environmental incidents to the appropriate agency
- Conducts independent research to propose effective solutions to environmental or regulatory problems and to present sound recommendations to amend practices, procedures, rules and regulations
- Develops procedures necessary to keep environmental ordinances current with advancing technology and changing regulatory requirements
- Assists in developing and implementing necessary environmental training programs
- Makes recommendations to amend department practices, procedures, rules and regulations
- Defines and analyzes problems related to environmental concerns of the Public Works Department
- Coordinates with Environmental Inspection Section to ensure permit compliance
- Performs related work as required
JOB REQUIREMENTS & WORK ENVIRONMENT
- Bachelor's Degree in Engineering, Environmental Sciences, or in a related field
- Three (3) to five (5) years of experience in environmental compliance program or project management. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for one year of the required experience or education.
- Required certification within one (1) year of employment: Hazardous Waste Operations and Emergency Response (HAZWOPER)-40 hour and Florida Stormwater Association Stormwater Operator Level 2.
Essential Employees may be required to work during a declared emergency. The employee's Department Head will determine who will be required to work.
PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
