About the Enterprise Risk Management
The identification, assessment, response, mitigation, management, and monitoring of operational risks are highly integrated systemwide for both Transit Operations and Congestion Management activities. For risk of loss involving insurance and claims management, ERM offers guidance across all divisions on how to absorb risk, avoid risk and transfer risk (financially or contractually), in support of decision making of executive management. For most day-to-day operations that may result in injury, illness or property loss to VTA, its employees or the general public, VTA retains much of its risk through self insurance and deductible programs.

Ideal Candidate Statement
The ideal candidate will be a strong leader, eager to bring their tenured knowledge in risk management to guide staff and improve processes across the organization. The Enterprise Risk Manager will be experienced in managing a hybrid team environment, working to maintain VTA culture and efficiency. Experience interpreting and applying laws related to Risk Management, Insurance, Liability Claims, Worker's Compensation, and negotiating equitable settlements of claims will be an asset in this role. The ideal candidate will have strong communication and relationship-building skills as they present to the VTA Board and represent VTA to other government agencies and entities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration or a related field and substantial and increasingly responsible experience, including supervision of professional staff, performing risk management, insurance, and/or claims management for a public or private sector organization.

- Leads Risk Management initiatives of projects teams and stakeholders in the identification, management, ownership, and mitigation of project risks;
- Works with internal and external stakeholders to promote shared risk evaluation with contractors and suppliers; establishes basis for risk transfer and risk sharing;
- Coordinates annual actuarial processes for determining the organization's risk tolerance and developing appropriate levels of self-insured retentions, insurance limits, and establishing appropriate claim reserves;
- Plans, assigns, directs, reviews, and evaluates the work of Risk Management staff, programs, and functions;
- Selects, supervises, trains, motivates, counsels, and disciplines staff;
- Directs the administration of self-insured Property, Public Liability and Workers' Compensation Claims;
- Manages professional contracts for third party claims administrators, insurance broker, and actuarial services;
- Establishes policies and procedures for all program areas in the Risk Management Department;
- Conducts risk analyses to identify and mitigate areas of potential liability;
- Designs and purchases the annual Property/Casualty Insurance Program for VTA;
- Reviews laws, regulations, legal cases, court decisions, and proposed legislation to evaluate their impact on VTA;
- Prepares annual department budget and works to develop and implement an allocation of funds adequate for each type of cost element;
- Uses quantitative methods to analyze and recommend loss retention, loss limit thresholds, financial claim reserving, and resolution alternatives;
- Prepares a variety of reports, correspondence, and other documents;
- Directs management of the claims adjusting function; oversees investigation, review, adjustment, settlement determination, and claims litigation; approves funding levels for risk exposure and reserves;
- Ensures compliance with VTA policies and procedures regarding equal opportunity and discrimination and harassment prevention;
- Negotiates and manages contracts in areas of responsibility;
- Performs related duties as required.
- Principles and practices of public administration, organization, management analysis, supervision, budgeting, program development, and personnel management;
- Laws, ordinances, codes, and procedures applicable to Risk Management Department program areas, including Workers' Compensation, Public Liability and First Party Property claims;
- Principles and procedures of claims management;
- Methods of determining reserves for a self insured program;
- Risk Management Information Systems.
- Effectively plan, organize, staff, coordinate, direct, and evaluate the programs and staff of the Risk Management Department;
- Define problem areas, evaluate, recommend, and implement solutions to complex issues and problems;
- Interpret and apply laws relating to Risk Management, Insurance, Liability Claims, Worker's Compensation, and other areas of responsibility;
- Represent VTA in dealing with government agencies and other entities;
- Maintain records and reports;
- Prepare clear and comprehensive correspondence, reports, and other documents relating to areas of responsibility;
- Negotiate equitable settlements of claims for and against VTA;
- Establish and maintain effective relationships with those contacted in the course of work.
