About the Enterprise Risk Management
The identification, assessment, response, mitigation, management, and monitoring of operational risks are highly integrated systemwide for both Transit Operations and Congestion Management activities. For risk of loss involving insurance and claims management, ERM offers guidance across all divisions on how to absorb risk, avoid risk and transfer risk (financially or contractually), in support of decision making of executive management. For most day-to-day operations that may result in injury, illness or property loss to VTA, its employees or the general public, VTA retains much of its risk through self insurance and deductible programs.
Enterprise Risk Management's core team includes the following functions: Insurance Management
- Transit Operations Insurance Program
- Congestion Management Specialty and/or Wrap Insurance Programs
- Third Party Contractor/Vendor Insurance Compliance
- Risk Actuarial and Trend Analysis
Ideal Candidate Statement
The ideal candidate will be a strong leader, eager to bring their tenured knowledge in risk management to guide staff and improve processes across the organization. The Enterprise Risk Manager will be experienced in managing a hybrid team environment, working to maintain VTA culture and efficiency. Experience interpreting and applying laws related to Risk Management, Insurance, Liability Claims, Worker's Compensation, and negotiating equitable settlements of claims will be an asset in this role. The ideal candidate will have strong communication and relationship-building skills as they present to the VTA Board and represent VTA to other government agencies and entities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration or a related field and substantial and increasingly responsible experience, including supervision of professional staff, performing risk management, insurance, and/or claims management for a public or private sector organization.

Under general direction, the Enterprise Risk Manager is responsible for managing, planning, organizing, directing, and coordinating all activities of the Enterprise Risk Management Department of the Valley Transportation Authority (VTA).
