Description of Job
About the Work Unit
This position works in the Colorado Department of Transportation's (CDOT's) Grand Junction Engineering Residency. The purpose of the work unit is to plan, design and administer assigned construction projects. This includes a wide range of activities that span from planning through project development, advertisement, and construction to completion.
About the Position
The Tester/inspector supports the Residency and is a component in the Program area's mission to deliver high quality projects and project documentation. The Tester/Inspector's primary responsibility is to ensure that materials documentation for assigned projects is accurate and complete when submitted to the Finals Administrator. This position works under the supervision of a licensed engineer.
Your duties and responsibilities will include, but are not limited to, the following:
- Serves as a project tester on assigned construction projects, fills-in for other testers who are on leave, and assists testers with additional support as needed.
- Executes physical tests per the materials manuals including the physical properties of concrete (slump, air content, and compressive strength), soils and aggregate properties, compaction testing of embankments and Hot Mix Asphalt (HMA), laboratory testing of HMA including gradations, RICE, AC content, and voids.
- Performs specialized lab tests on materials used in building roadways including stabilimeter of soil and asphalt to determine quality of material, density/moisture curves used in the field to determine amount of compactive effort being used and gradations to determine different sizes of aggregate and soil particles in a sample; Atterbergs are run to classify an aggregate or soil sample.
- Determines compressive strength of concrete cylinders and verifies asphalt mix design through aggregate specific gravity tests.
- Evaluates Region Lab test results and records, reports, distributes, and files test results on proper hard copy or computerized forms in a timely manner.
- Documents and certifies that contractors' work is in conformance with construction plans and specifications.
- Inspects contractors' work procedures by being on site and being familiar with plans and specifications.
- Checks inspection reports for description of contractors' work, calculations, and accuracy.
- Assists with periodic audits on resident projects during active construction to determine the following:
- Field labs are qualified in accordance with CP 10
- Test procedures are being performed correctly
- The frequency and quantity of material testing being performed meet the minimum testing requirements contained in the CDOT Field Materials Manual
- Independent Assurance Tests are being scheduled and performed per the project Form 379
- Materials documentation is being performed in accordance with CDOT and Region 3 procedures.
- Primarily Daytime hours Monday - Friday,
- Average work week is 40 hours, with periodic opportunity for overtime based on projects assigned.
- Approximately 70% spent in the field, 30% spent in the office
- Occasional evening, night, and weekend work.
- Required to drive to project sites to perform inspection duties and conduct tests, to Region office locations as needed for plan review meetings, to attend trainings. to transport samples to the Region Lab and on occasion the Headquarters' Central lab in Denver.
- Required to drive CDOT vehicles
- May exert up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force frequently.
- May work in variety of weather conditions and altitudes in close proximity to high-speed traffic.
- Exposure to nonweather-related hot and cold temperatures
- Exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation, that affects the respiratory system, eyes or, the skin.
- May work in proximity to moving, mechanical parts.
- May work in high, exposed places.
- Exposure to toxic or caustic chemicals.

Minimum Qualifications
- A high school diploma or GED
- AND 4 years of experience monitoring and/or assisting on construction projects by conducting materials testing, project inspection, and documentation.
- Education in in Civil Engineering, Civil Engineering Technology, Project Management, Construction Management, or a field closely related to the Major Job Duties will substitute for the required experience on a year-for year basis.

- Western Alliance for Quality Transportation Construction (WAQTC)
- Radiological Safety & Nuclear Gauge Operation
- Demonstrated success with the duties listed in the Description of the Job section;
- Years of State service experience related to the duties of this position;
- Highest work/personal ethics and integrity;
- Knowledge and experience with the CDOT Field Materials Manual and the Laboratory Manual of Test Procedures;
- Certifications in any of the following are desirable: CAPA Level 1 Inspector, CAPA Level A Laydown, Level B Plant Materials Control, ACI Concrete Field Testing Technician Grade I, ACI Concrete Strength Testing Technician, WAQTC, Radiological Safety & Nuclear Gauge Operation
- Knowledge and experience in reading and interpreting engineering project plans;
- Experience inspecting construction projects to ensure compliance with plans and specifications;
- Experience on transportation-related projects;
- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
- Ability to partner with professionals, consultants, and staff, with sensitivity to their needs and priorities;
- Ability to work under tight deadlines and be adaptable to changing assignments;
- Ability to take initiative to solve problems in an innovative manner;
- Strong interpersonal and relationship building skills;
- Strong time and project management skills, including prioritization;
- Excellent reasoning, investigative, analytical, and problem solving ability;
