Description
Senior level engineering paraprofessional, with a minimum of 6 years of experience, performing specialized work of substantial variety and complexity within the Construction Inspection Division of Public Works.
$37.72 - $47.78 per hour plus benefits (see benefits tab on the job posting). This position may be hired at a Level I or II based on experience.

This position is non-exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act.

This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.
Essential Duties and Responsibilities
The following job duties are established to outline the basic duties and responsibilities of the above captioned position. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Inspection (40%):
• Apply decision making in the field regarding construction documents, agreements, design, testing, permitting, and maintenance to determine if changes are necessary.
• Solve practical problems and deal with a variety of construction variables in situations where only limited standardization exists.
• Possibly manage multiple county construction projects simultaneously.
• Coordinate with other Public Works Divisions and County Departments.
• Must possess general understanding of all phases of Construction Inspection including, but not limited to soils, asphalt, concrete underground and above ground utilities, traffic control procedures, reclamation procedures and infrastructure management.
• Apply Colorado Department of Transportation (CDOT) specifications for Road and Bridge Construction, The American Association of State Highway and Transportation Officials (AASHTO), Weld County Special Provisions, and any other applicable reference manuals as a source of regulations to assignments and county service issues.
• Perform specialized work of substantial variety and complexity.
• Interpret a variety of instructions furnished in written and oral formats.
• Work in County geotechnical laboratory performing a variety of laboratory geotechnical tests and experiments on construction materials i.e., soils, asphalt, concrete etc.
Administrative Communication and Coordination (40%):
• Must be proficient in all Microsoft Office applications, AutoCAD, GIS software, and CDOT software applications.
• Read construction and utility plans and provide infrastructure management support.
• Apply concepts such as fractions, percentages, ratio, and proportions to practical situations.
• Read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
• Use and apply County code and policies.
• Apply engineering techniques for design, testing and maintenance, construction, utilities, and safety to Weld County processes related to Construction Inspection towards projects.
• Identify the need for training.
• Must perform work in a courteous and safe manner and maintain effective working relationships with co-workers, contractors, and the public.
• Must communicate efficiently and concisely utilizing verbal communication and written communication, including writing reports, business correspondence, and procedure manuals.
• Effectively present information including field logs, inspection reports, and construction documents supervisors, management, staff, the public, contractors and/or elected officials.
• Assist Project Management during projects with scheduling, phasing, and material conformity conflicts.
Other Duties as Assigned (20%):
• Assist with snow desk, emergency operation responsibilities, and work extraordinary hours in such cases, including night-time hours, weekends and/or holidays.
• Additional overtime duties may be required.
• Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.

• Percentages of time in the above job duty categories may fluctuate.
• Perform specialized work and design plan evaluation of substantial variety (i.e., roads, utilities, storm water detention, etc.) and complexity based on the size of the project.
• Assume complete responsibility of valuable equipment including County owned assets as assigned, such as truck, laptop, iPad, and phone and Construction Inspection equipment, ensuring that they are locked and secure.
• Assist Supervisor and subordinates with assignments and tasks requiring independent and individual contribution.
• Participate in County training opportunities and group programs, such as the Safety Policy Committee.
Qualifications
REQUIRED QUALIFICATIONS:
• High School Diploma or GED, AND;
• Minimum of six years' experience in a civil construction, surveying and/or engineering work environment.
• Associate of Applied Science Degree (AAS) in Engineering/Construction Management field.
Minimum four years' work-related experience. OR
• Bachelor's degree, AND;
Minimum two years' work-related experience.
• Must possess a valid Colorado driver's license or the ability to obtain a driver's license by employment start date. Valid driver's license must be maintained throughout employment.
• Candidate must pass a background check prior to employment start date.
• Candidate must pass a substance use screening prior to employment start date.
• Any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities will be accepted.
• Ability to read design, utility, and construction plans and provide infrastructure management support.
• Ability to interpret and implement a variety of instructions furnished in written and oral form.
• General understanding of all phases of Construction Inspection including, but not limited to soils, asphalt, concrete, underground and above ground utilities, traffic control procedures, and reclamation procedures.
• Geotechnical testing and materials knowledge.
• Proficiency in Microsoft Word, Outlook, and Excel.
• Demonstrated knowledge of coordinate geometry and mathematical understanding of horizontal and vertical curves.
CERTIFICATIONS/LICENSES REQUIRED:
• Must have current documentation of experience or achieve certification/recertification within two years of employment with the following:
Western Alliance for Quality Transportation Construction (WAQTC) Excavation and Embankment Inspection.
American Concrete Institution (ACI) Field Technician Grade 1.
Colorado Asphalt Pavement Association (CAPA) Asphalt Paving Laydown Level A.
CAPA Asphalt Paving Inspector Level I and CDOT Inspector (Basic Highway Math, Basic Construction Surveying, Basic Highway Plan Reading).
Other certifications not listed may be required during employment for division needs.

Work environment includes in office (plan reviews/research/documentation) field (inspections/material testing/sample collection) and lab (physical testing of materials). The noise level in the work environment is usually moderate to high.

Medical/Dental/Vision Plans
Weld County offers two medical plans through Aetna. Employees who enroll in one of the health plans must enroll in dental and vision. There are two vision plans and three dental plans to choose from. Dependents may also be enrolled. Questions regarding eligibility and premiums should be directed to Human Resources.
Life Insurance
Weld County offers employees a Basic Term Life Insurance policy in the amount of 3 times their annual salary. Eligible employees must regularly work at least 20 hours per week. The plan is provided at no cost to the employee. Employees also have the option to enroll in supplemental term policies for themselves and their dependents. Rates for those supplemental plans are based on age.
Long Term Disability Insurance
Weld County pays the premium for Long Term Disability Insurance for any regular employee that works at least 20 hours per week. The policy provides a monthly benefit of 60% of monthly base salary (maximum benefit of $8,000/month) after a 6 month waiting period.
Short Term Disability Insurance
Weld County offers a Short Term Disability plan through Cigna to any regular employee that works at least 20 hours per week. The premium is paid 100% by Weld County and the plan pays a monthly benefit of 60% of monthly base salary after the employee has been off work for 30 days and exhausted all of their own sick and vacation time.
Paid Leave
Weld County offers paid vacation, sick leave and holidays. Specific information regarding these benefits can be obtained from Human Resources.
Retirement
All full time regular employees at Weld County (except Health Department employees) participate in a mandatory defined benefit retirement plan. The employees contribute 9% of their base salary on a before tax basis to the fund. Weld County matches that amount starting with the employee's first paycheck. Weld County employees also pay Social Security/Medicare (7.65%). In addition to the mandatory plan, employees have two optional deferred compensation plans to choose from. The 401K and the 457 plans are administered by Principal Financial.
Employees at the Weld County Department of Public Health and Environment do not participate in the Weld County Retirement plan. Instead they contribute 9.0% to the Colorado Public Employees' Retirement Association (PERA) and only contribute to Medicare (1.45%). Health Department employees also have the option to contribute to a PERA 401K plan.
Section 125 and Flexible Spending Accounts
The Section 125 program allows employees to pay the premiums for the county's medical, dental and vision plans with pre-tax dollars. Flexible Spending Accounts are also available for unreimbursed medical expenses and day care expenses.

Voluntary Benefits
Employees at Weld County have the following Voluntary Benefit plans available to them through AFLAC. Aflac offers an Accident plan, Critical Illness plan and a Hospital Indemnity plan.
Recreation Center Discounts
As part of the Weld County Wellness Program, employees are given discounts at the Greeley Recreation Center, the Family Fun Plex, Johnstown Family YMCA and the Ft. Lupton Recreation Center. Active and Fit Memberships also available.
Tuition Assistance
Regular employees who work at least 20 hours per week and have been employed with Weld for 6 months may be eligible to receive tuition assistance for qualified college courses.
Benefits effective date is the first of the month after you have worked one full pay period.
