Pay Range: $32.96 - $41.80 per hour (Engineering Pay Plan, ENG41 Step 1-13)
Hiring Range: $32.96 - $34.97 per hour (Engineering Pay Plan, ENG41 Step 1-4 DOQ)

There is one Engineer I opening with the Yakima County Public Services, Water Resources Division. This position is responsible for providing entry level engineering design and project management for assigned Water Resources projects.

Note: This is a Yakima County Clerical, Trades and Professional Bargaining Unit position.

Essential Duties:

1. Manages assigned projects and performs engineering design and analysis of multiple flood control, water quality, stormwater, and river engineering projects.

Collects, gathers, and interprets engineering data, field data, and applies engineering judgement to solve complex problems.

2. Prepares project specification by gathering information, analysis, advising technicians.

Prepares estimates of materials to be used and drafts final report for review and approval.

Prepares Environmental permit documents and ensures supporting data is made available for review by permitting agencies.

Assists with project designs and calculations related to Water Resources.

3. Perform GIS, HEC-RAS, Auto-CADD, and Civil 3D work related to Water Resources Division projects. Including: design drawings; preparing files for interface with hydrologic models and hydrogeologic models; preliminary mapping in GIS; mapping of storm drainage components; LIDAR (Light Detection And Ranging); Global Positioning System (GPS); survey data; velocity and stream flow; sediment, hydraulic structures data; mapping of stream inventory data.

Work closely with County GIS Department on standards, methods, and final mapping and placement onto the County GIS.

4. Assists with construction contact administration by solving field problems, reviewing change orders and providing Engineering support and advice to Construction Division Staff. Identifies how the field problem affects design principle, determines what changes to make to resolve the problem and the estimations costs involved.

Performs Stormwater Facility investigation, mapping, and assists with strategic planning and operation.

5. Perform drainage plan review and comment under the direction of the Natural Resource Specialist, or the Project Engineer.

Review and comment on public works project and private projects where review and approval by Public Services has been mandated.

6. Meets with contractors, public agencies and officials, or general public and answers questions regarding policies, procedures, and practices.

Assigns work and monitors work performed by subordinate technical staff.

Facilitates meetings related to project management.

7. Research funding sources; writes proposals, determines needs and administers grants and/or funds raised Prepares, negotiates and tracks contracts and budgets.

8. Provide stormwater permitting assistance on Water Resources projects.

Work with permit agencies concerning permitting steps and required documentation. Prepare permit documents.

9. Other duties as assigned.

Education & Experience:

Associates of Arts Degree, NCEES (National Council of Examiners for Engineering and Surveying) Engineer in Training Certificate AND six (6) years of engineering experience working under the direction of a Licensed Professional Engineer; OR Associates of Arts Degree AND eight (8) years of engineering experience working under the direction of a Licenses Professional Engineer; OR Bachelor’s Degree in Civil Engineering; OR any combination of experience or training which provides the knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:

  • valid WA Driver’s License and proof of insurance, if requested; and,
  • successful completion of a general employment verification.

Preferred:

  • Bachelor’s Degree in Civil Engineering; and,
  • Engineer in Training (EIT) Certification from a National Council of Examiners for Engineering and Surveying compliant State.

Equipment Used: computer and engineering software, field vehicle, calculator, telephone, fax, copier, camera, tape measuring equipment (tape or wheel). Field Equipment (sieves, chemical test kits, water and soil sampling equipment), boat, equipment, waders, drone.

Intermittent field equipment (water and soil sampling equipment, flow measurement equipment, survey equipment) and GPS equipment use, drone. Use Microsoft Word, Excel, PowerPoint, Project, and Access. Use hydrological and hydraulic computer software including HEC-RAS, Geo-RAS, AutoCAD, ArcView, GIS, TR-55 and SWMM.

Working Conditions: This position is rated as Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

  • basic understanding of floods, flood risks and flood management strategies;
  • state and federal flood management programs and regulations;
  • federal, state and local laws, standards and regulations governing engineering projects;
  • common materials used in engineering projects;
  • safety precautions;
  • engineering theories and principles to include hydrologic and hydraulic principles; groundwater, stormwater regulatory and stream restoration issues and design techniques; environmental sampling methods; and,
  • customer Service techniques.

Skills (and abilities):

  • reading and interpreting maps, blueprints, schematics, plans and specifications;
  • designing stormwater drainage and treatment facilities;
  • GIS software;
  • field techniques for surface water studies;
  • skill in working as part of and facilitating team efforts;
  • computer aided drafting designs and plans;
  • making complex mathematical calculations;
  • using computers and related software applications;
  • establishing and maintaining effective interpersonal relationships at all organizational levels and with the public; and,
  • communication, both oral and written, sufficient to give and receive information and to facilitate meetings and project work.
