JOB SUMMARY

This position is responsible for participating in the maintenance, repair, and operation of the City’s water system. An incumbent in this position may be designated “Water Distribution Specialist I” if in training. The normal shift for this position is 7:30 a.m. - 4:00 p.m., Monday through Friday. Management may also make temporary seasonal schedule adjustments or permanent changes in schedule, if needed, with notice as specified in the current collective bargaining agreement. This position also works an on-call schedule for after-hour emergencies. The work location for this position is Operations Building #1.


ESSENTIAL FUNCTIONS

  • Repairs mains and service lines; excavates lines to make repairs; makes landscaping, asphalt, and concrete repair as needed.
  • Flushes and repairs fire hydrants.
  • Maintains and repairs reservoirs, well houses, booster pumps, and PRV valves; scales reservoirs.
  • Records and interprets construction drawings; works with contractors, natural gas and electrical personnel, and City engineers.
  • Arranges and inspects repairs made by private contractors, including collecting water samples.
  • Installs and repairs water meters.
  • Locates underground water and other utility lines.
  • Troubleshoots and makes minor electrical repairs to motor controls; installs electronic instruments such as pressure transducers and flow and pressure reorders.
  • Maintains a variety of records related to inspections, maintenance activities, usage, etc.
  • Responds to and resolves customer water complaints.
  • Works on-call rotation as scheduled; responds to emergency situations as required. On-call schedule is a rotating schedule that will consist of a weeklong (7day) period which requires answering and responding to emergencies that occur after regular working hours.
  • Performs additional related duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION

  • Knowledge of the practices, materials, and procedures used in construction, repair, and maintenance of a municipal water system.
  • Knowledge of health and safety standards associated with water operations.
  • Knowledge of the principles and practices used in the repair of water lines.
  • Knowledge of ARC-GIS mapping principles.
  • Skill in reading and interpreting blueprints, equipment manuals, and related literature.
  • Skill in planning, organization, and decision making.
  • Skill in the operation of trucks and heavy equipment.
  • Skill in the use of a variety of job-related tools and equipment.
  • Skill in oral and written communication.


SUPERVISORY CONTROLS

The Water Foreman assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include department and City policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of related maintenance duties. Inclement weather and working with underground utilities contribute to the complexity of the position.
  • The purpose of this position is to participate in the operation and maintenance of the municipal water system. Successful performance helps ensure the provision of safe drinking water for customers.


CONTACTS

  • Contacts are typically with co-workers, other City employees, vendors, contractors, engineers, Health Department employees, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, and provide services.


PHYSICAL DEMANDS/WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, bending, crouching, stooping, or walking. The employee frequently lifts light and occasionally heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to machinery with moving parts, dust, dirt, grease, noise, contagious or infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.


MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the essential functions of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one (1) to two (2) years.
  • Possession of or ability to readily obtain certification by the State of Washington as Water Distribution Manager I.
  • Possession of or ability to obtain (within one (1) year of employment) a valid commercial class A driver’s license with air brake endorsement issued by the State of Washington.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.

The City of Moses Lake offers a comprehensive benefits package. Employees (and their families) are eligible to enroll in medical, dental, and vision coverage. In addition to basic life insurance coverage, AD&D, dependent life, additional life insurance, long-term disability, EAP and LifeFlight are also offered. Retirement is through the Department of Retirement Systems - Public Employees Retirement System. Optional deferred compensation is offered with a City match of up to 2% of the employee's base salary. The City also offers an optional Flexible Spending Account (FSA) for healthcare and dependent care.

Employees within the represented group of the City receive eleven (11) paid holidays plus two (2) floating holidays annually. Vacation accrual begins at 12 days annually and increases to 24 days annually with over 20 years of service. Sick leave is accrued at the rate of eight (8) hours per month. An annual longevity payment begins at 6 years of service. Employees are eligible for a $250 per year boot allowance for boots with either a steel or composite toe or $150 per year for other work appropriate footwear/recondition of an existing boot.
