Job description

The Emergency Operations Program Coordinator reports to the Emergency Operations Program Manager and manages and directs subordinate staff in the implementation of the Emergency Operations Program of the City of San Diego Office of Emergency Services (SD OES).
The Emergency Operations Program Coordinator leads the development and review of City-level emergency response plans, facilitates integration of the City's emergency plans both internally and externally, maintains the City's two Emergency Operations Centers (EOCs), and coordinates and oversees relevant citywide emergency training and exercises.
Additionally, the incumbent serves as a designated EOC Director to coordinate and support Citywide emergency response operations during emergency training events, exercises, and actual activations, and serves as the ranking jurisdictional Emergency Manager in the event that the both the SD OES Executive Director and the Program Manager are unavailable or incapacitated.
This is a limited, grant-funded position with an estimated duration of no less than 24 months. This position is a hybrid with both on-site and remote work locations.

Key Areas of Responsibility:

  • Coordinate the development of strategies, policies and procedures associated with SD OES operations and response.
  • Coordinate the development, maintenance, and operation of the City's Emergency Operations Center (EOC) and associated protocols, systems, and capabilities.
  • Coordinate the development and implementation of Emergency management training and exercises for City staff and coordinate City participation in regional emergency management training and exercises.
  • Coordinate the development and maintenance of professional and operational relationships with analogous organizations among all levels of government (i.e., local, state, and federal levels) and across all sectors of society (i.e. public, private, and non-profit sectors).
  • Direct subordinate staff in the accomplishment of the section's tasks, objectives, and outcomes, and develop subordinate staff according to departmental training plans, City policies, and emergency management and homeland security best practices.
Minimum Qualifications:
  • Bachelor's Degree in emergency management, homeland security, business or public administration or a related field, and
  • Four (4) years of full-time experience performing professional-level duties in at least ONE of the following areas: Emergency planning and preparedness, emergency management or Emergency Operations center management; developing and implementing emergency preparedness and/or public safety training and exercise programs; emergency management, preparedness or response services in a local, state or federal agency; or related experience that demonstrates the ability to perform the essential functions of the classification; (Note: a Master's Degree in Public Administration, Emergency Management, Homeland Security, Public Safety, or a closely related field of study may be substituted for a MAXIMUM of one year of the required experience.)
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.
Desirable Qualifications:
The ideal candidate will possess the following qualifications:
  • A thorough knowledge of Emergency Management and Homeland Security principles, guidance, protocols, and practices at the local, state, and federal levels, including but not limited to the National Incident Management System, the Incident Command System, the California Standardized Emergency Management System, National Planning Frameworks, and the National Preparedness Goal.
  • Demonstrated ability in providing service to the multiple clients of SD OES, including the City's senior elected and appointed officials, employees, residents and visitors, and private/public/non-profit sector stakeholders.
  • Proven leadership, management, and staff development skills.
  • Strong interpersonal skills.
  • Ability to communicate complex and technical information in a simple, clear and straightforward manner.
  • Excellent writing and briefing skills.
  • Ability to communicate effectively to different audiences, including elected officials, various levels of City management and members of the public.
  • Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.
  • Ability to work both independently and as part of a team in a fast-paced, high-pressure environment with tight time constraints.
  • Energetic and motivated with the ability and desire to take initiative.
  • Experience in innovative management and operation of EOC software and hardware technology.

The Office of Emergency Services (SD OES) oversees disaster preparedness, emergency management and response, including recovery and mitigation programs. SD OES also administers homeland security and emergency management grants that provide funding for a variety of Emergency training, equipment and other resources for the city and San Diego region.
