ELEMENTARY PROGRAM MANAGER
JOB DESCRIPTION
Summary: Responsible for ensuring an optimal Club experience for elementary age youth members, supervision of a complex and fast-paced after-school facility, and programming designed to produce outcomes in our three main pillars: 1) academic achievement, 2) good character and development, and 3) healthy lifestyles. Program activities are to include nationally developed, evidence-based programs through the Boys & Girls Clubs of America (BGCA) and in accordance with grant requirements. In addition, the individual is responsible for supporting the agency’s policies and mission.
· Full time salary position; exempt
· Reports directly to the Director of Operations
· Actively supervises all part-time Program Staff, along with Interns
· Must be able to work 10:00 am to 6:00 pm, Monday through Friday; occasional day or weekend hours for special events may be available
Essential Duties and Responsibilities include the following:
Program Operations
Club Experience
· Responsible for planning, development, and implementation of positive youth development programming and Optimal Club Experience in collaboration with the Director of Operations
· Implement systems and procedures to ensure Program Staff has what they need to be successful including:
- Assignments, deadlines and program planning time
- Supplies and materials in a timely manner
- Systems to easily track individual program attendance, participation, and other measures
· Serve as “subject matter expert” with BGCA programs including maintaining a Programs Binder and monitoring BGCA programs updates and revisions to ensure accurate information.
· Create and maintain activities for programs that do not have strong BGCA content available
· Review and approve lesson plans provided by Programs Staff
· Request and/or purchase Club-wide items (program supplies, kitchen, cleaning, etc.) when needed
· Work closely with the Director of Operations to create an optimal schedule of programs, activities, services and special events, championing the perspective of youth members
· Develop creative ways to encourage youth voice, giving kids a stronger ownership in the Club
· Take the lead in monitoring overall Club experience and morale- for a fun and enriching environment
· Assist with maintaining daily schedule that is reflective of positive youth development best practices, including the 5 Key Elements
· Plan and implement the National Youth Outcomes Initiative survey (NYOI) annually
· Review and monitor effectiveness of programs and NYOI data to work collaboratively with the Director of Operations on continual improvement strategies
· Manage day-to-day operations, including performing closing routine daily
Health and Safety
· Maintain a healthy and safe environment with well-maintained facilities, equipment and supplies according to all safety and emergency standards, policies, and procedures.
· Create and enforce a routine that includes cleaning duties for all staff
· Report broken or missing equipment promptly to supervisor. Remove item immediately if item poses a safety threat.
· Incorporate Trauma-Informed Care practices throughout programming and experiences
Supervision Responsibilities
· Exercise authority in problems relating to Club members, Club families, and Programs Staff following policies and procedures
· Responsible for staff onboarding and training
· Create a supportive environment that includes observation and coaching of Programs Staff including timely feedback on their program plans and delivery and child guidance techniques
· Reinforce policies and procedures, and ensure that staff performance is at all times in compliance with Club Policies, Department of Children and Families (DCF) and BGCA standards, particularly as related to child safety and to confidentiality
· Perform personnel performance management including performance reviews and corrective action steps as needed
· Make recommendations to the Director of Operations on needed staff training and continuing education
· Review and approve Program Staff timesheets and mileage reimbursement requests
Administrative and Compliance Responsibilities
· Assist in maintaining youth member files including but not limited to documentation of incidents related to youth members
· Assist with maintaining Programs Staff and Intern files including but not limited to required trainings, attendance and corrective action plans
· Oversee implementation of programs in accordance with grant and funder guidelines in collaboration with the Director of Operations
· Assist with grant reporting requirements and outcomes as directed by the Director of Operations
· Assist with creating an annual list of furniture and equipment, and reports on the state of all items to supervisor to help guide budgeting for replacement
· Implement and oversee compliance of all Club Policies, State Licensing regulations, Child and Adult Care Food Program, and YoungStar policies and procedures
· Complete all required forms according to the above in collaboration with the Director of Operations.
Internal/External Partnerships
· Maintain a welcoming and inclusive environment for all staff, youth members, families, volunteers and visitors
· Consistently model best practices, professionalism, and a positive attitude
· Serve as a visible and capable leader and representative for the Club
· Create, distribute and track flyers, permission slips, and other communications as needed
· Maintain programs and events calendar, at least 3 months into the future. Communicate events calendar with youth members, Club families, full-time and part-time staff
· Coordinate closely with the Administrative Assistant on outreach and information for Club families, contributing content toward a monthly newsletter
· Provide content, including photos, to Resource Development Director to support Club communications to a variety of stakeholders
· Coordinate closely with Director of Operations to communicate which community partnerships and activities bring value to Club programming, youth members, and families
· Attend staff and local community meetings as required
Non-Essential Duties and Responsibilities include the following:
· Assist with transportation of youth members as needed
· Access to reliable, license, insured driver and transportation
· Assist or supervise in other Club sites or Teen Program as needed
Participates in ongoing training and professional development to increase skills and knowledge.
Due to the nature of the roles and responsibilities, this position is typically expected to perform duties onsite. Limited remote work may be allowed during extenuating circumstances with prior approval.

Education and Experience:
- A bachelor’s degree in Social Work, Education, or a related field
- Two years of experience working with individuals/families experiencing poverty
- Professional experience and/or certifications in mental health and/or education/youth development
- 1-year supervisory experience
- Appropriate equivalent combination of education and work experience may also be accepted
