Job description

Position Summary
Reporting to the community development director, the ECONOMIC DEVELOPMENT MANAGER manages the City's ECONOMIC DEVELOPMENT and redevelopment initiatives, housing services, and business development services. The two primary responsibilities for the role are to (1) attract new business and housing development into the City without causing undo gentrification and (2) retain current businesses. The role manages the ECONOMIC DEVELOPMENT coordinator. The output of the work ultimately helps transform Brooklyn Center into a vibrant and diverse inner-ring suburb.
Economic Development
  • Partner with the director of community development, employees in the department and other stakeholders in the development and implementation of a strategic plan for ECONOMIC DEVELOPMENT. The plan should further the City's mission and the goals, as well as the objectives of the City Council and Economic Development Authority (EDA)
  • Negotiate large scale development contracts and conduct financial analysis for various projects.
  • Coordinate acquisition and disposition of residential properties including, but not limited to, purchase agreements, relocation, environmental assessments and remediation, demolition, property maintenance, and redevelopment.
  • Coordinate housing redevelopment and assistance programs including federal, state, county and local programs.
  • In order to drive strategy and timely decision making, as well as to keep stakeholders informed, prepare reports and presentations for, and at times, make presentations to the director of community development, city manager, City Council, EDA Board and other groups.
  • Manage budget, including tax increment financing (TIF) and the EDA budget.
  • Administer the City's Community Development Block Grant (CDBG) program in conjunction with Hennepin County.
  • Oversee, direct, coordinate and/or assign special projects to include research, analysis, development and implementation.
  • Establish and maintain strong relationships with key stakeholders, including, but not limited to, developers, business owners, nonprofit leaders, key legislators, residents, and representatives of other jurisdictions and agencies.


General
  • Assist director in the preparation and management of the department's budget.
  • Participates in special assignments or projects as assigned.
  • Facilitate community engagement activities, including, but not limited to, making informative presentations for local cable television, city commissions, and civic organizations and preparing educational and marketing documents.
  • Coordinate projects with other departments and ensure clear communication on expectations and progress. Ensures projects are on time, on or under budget, and meet or exceed expectations.
  • Provide training for department personnel and personnel in other departments as necessary.
  • Update City website as necessary to provide up-to-date information concerning commission meetings, and planning and zoning materials for the department.
  • Manage and maintain documents and other departmental records and storage in accordance with data privacy laws.
  • Attend council and commission meetings as needed.
  • May serve on city committees/commissions as appointed.

  • Establish performance goals, assign accountabilities, monitor staff performance and conduct annual performance appraisals.
  • Delegate work, providing clear expectations regarding due dates, budget and any quality-related requirements.
  • Coach and develop staff using a supportive and strengths-based approach.
  • Other duties as assigned or apparent.

Minimum Qualifications
  • Bachelor's degree in a related field and three years of progressively responsible administrative and project management experience in ECONOMIC DEVELOPMENT, business development/financing, redevelopment, housing or closely related field.
  • Successful track record managing people.

Required knowledge, skills and abilities
  • Knowledge of structure, function, operations, programs and services of an ECONOMIC DEVELOPMENT team. Awareness of how the different disciplines of community development and ECONOMIC DEVELOPMENT interconnect and with the other City departments
  • Up to date with federal, state and local laws, and any codes and regulations applicable to planning, housing and redevelopment.
  • Knowledge of business and public financing, real estate principles, and tax increment financing.
  • Experience with managing budgets and handling funds in accordance with regulations.
  • Ability to actively listen and ask effective questions to understand needs and gather information.
  • Strong written, oral and interpersonal communication skills. Ability to effectively represent the City to the public and give effective presentations.
  • Can effectively and successfully conduct negotiations
  • Exercises sound good judgment, is resourceful and has the ability to solve problems effectively. Able to preserve confidentiality.

  • Dedicated to keeping confidential information safe and to working within data retention policies and data protection rules.
  • Proficient in MS-Office.
Required physical abilities
  • Must possess a valid driver's license.
  • Some evenings and weekends required.

Desired Qualifications
  • Master's degree in a related field or six years of equivalent experience.
  • Ability to read, write or speak any language other than English, including sign language.
  • National Development Council (NDC) certification for both ECONOMIC DEVELOPMENT and housing financing
