Job description

The Housing and Economic Development department is seeking an experienced professional to join the Housing Development and Finance division as the Community Development Block Grant (CDBG) Manager. This position manages the federal CDBG Program and its budget and develops and administers policies and procedures to finance infrastructure improvements, economic development projects, public facilities, community centers, housing rehabilitation, public services, clearance/acquisition, microenterprise assistance, and homeowner assistance. Location and hours:
This position is hybrid and will be performed both on-site at 701 4th Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours are Monday through Friday from 8 a.m. to 4:30 p.m. with flexibility. This position will be required to attend occasional evening meetings. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Manage the $2.5M Community Development Block Grant, including creating and monitoring budgets, analyzing data, negotiating multijurisdictional agreements, and preparing reports and plans for the U.S. Department of Housing and Urban Development (HUD).
  • Oversee CDBG compliance for the division and County by developing and implementing policies and procedures to ensure compliance with all applicable regulations, and support oversight of cross-cutting regulations such as Davis Bacon, Uniform Relocation, Buy America Preference, and Section 3.
  • Select and manage implementation projects, in partnership with other County service areas, by administering requests for proposals, providing technical assistance, developing funding recommendations, and negotiating and managing grants and loans.
  • Research community needs and best practices to set performance indicators for the overall CDBG grant and for projects; analyze and interpret performance and budget data to make recommendations to meet County goals and implement continuous improvement planning.
  • Coordinate with other counites and city staff on the Fair Housing Implementation Committee and the Section 3 Collaborative.
  • Develop and maintain relationships with city staff, nonprofits, and elected officials to ensure housing and Community Development activities meet the goals and needs identified in the Consolidated Plan and Analysis of Impediments to Fair Housing.

Need to have:
  • One of the following:
    • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.
    • Bachelor's degree or higher in one of the fields listed below and three years or more of relevant planning analyst experience.
    • Master's degree or higher in one of the fields listed below and two years or more of relevant planning analyst experience.
    • Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.

Nice to have:
  • Experience:
    • Working with HUD Community Planning and Development programs such as CDBG, HOME Investment Partnerships Program and Emergency Solutions Grant, including cross cutting regulations (e.g. Environmental Review, Davis Bacon, Section 3), and the Integrated Disbursement and Information System (IDIS).
    • Communicating with and providing technical assistance to government agencies, businesses, community groups, and the general public, including traditionally underrepresented populations.
    • Collecting and interpreting data and information from a variety of sources, and report preparation.
    • Managing grants and projects.
  • Knowledge of:
    • Federal regulations for programs under HUD's Community Planning and Development (CPD) division, and uniform guidance found in 2 CFR part 200.
    • Principles and practices of planning and program evaluation.
    • Metrics to measure and track both the impacts of programs and initiatives on addressing racial and other disparities and the county.
  • Ability to:
    • Be detail orientated and organized.
    • Research, read and interpret laws and regulations.
    • Synthesize information in a way that all can understand and prepare information for internal and external audiences.
    • Develop program guidelines and plans.
