The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes. Our functional expertise is in program management and operations, technical assistance, training, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery and mitigation programs. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. As a Disaster Management Grants Manager, you should have in-depth experience with the Department of Housing and Urban Development's Community Development Block Grant (CDBG) - Disaster Recovery (CDBG-DR) and Community Development Block Grant - Mitigation (CDBG-MIT) programs as well as other applicable Federal disaster recovery programs. You will be responsible for providing subject matter expertise in infrastructure and CDBG to assist with the successful implementation of disaster recovery and mitigation projects and programs associated with the State of Texas' CDBG-DR and CDBG-MIT funded recovery efforts. You will work with senior staff, other experts, outside contractors, and junior staff to develop and implement policies and procedures for mitigation projects and build systems and processes to streamline implementation and oversight. Responsibilities may also include serving as an expert on policy, regulatory and operations issues, developing written materials, performing compliance reviews, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. Key Responsibilities:
• Provide subject matter and operations expertise in disaster recovery and mitigation program design and implementation.
• Work as part of a team providing expert services to support disaster mitigation efforts with a focus on infrastructure and financial management.
• Provide guidance and expertise on Federal regulations (CDBG-DR, CDBG- MIT, cross cutting Federal requirements, Duplication of Benefits, National Objectives, etc.) and translating them into the implementation of the program.
• Help refine program procedures and processes for implementation.
• Be available to interpret and apply the regulations within the context of these systems.
• Perform detail-oriented compliance reviews of procurement, applications, draws, contract amendments, and more.
• Provide training and technical assistance in infrastructure and mitigation.
• Help implement CDBG-DR and CDBG-MIT funded programs.
• Provide advisory and consulting services to clients through training sessions and one-on-one conversations.
• Develop written products and tools for grantee policies and procedures, program implementation, and design.
MUST HAVE QUALIFICATIONS:
• 3+ years direct experience in providing training and technical assistance in the field of community development, "infrastructure grant programs", and/or construction oversight.
• 3+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR/CDBG-MIT programs, regulations, and implementation.
• Willingness to travel up to 10% depending on role and project needs.
Preferred Skills/Experience: (These provide more edge and preference than candidates who have only the required skills)
• Bachelor's degree in planning, Public Policy, Government, or a related discipline.
• 5+ Years of in-depth and hands-on knowledge of the CDBG/CDBG-DR/CDBG-MIT programs, regulations, and implementation
• Experience working in a consulting firm, development organization, or public agency preferred.
• Experience delivering training and technical assistance to state and local government agencies.
• Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and "client ready" deliverables

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$63,511.00 - $107,968.00
