SUMMARY:

  • Lead the future of transit-Friendly Planning initiatives at NJ TRANSIT, contributing to the organization’s mission of providing efficient and sustainable transit solutions for communities across New Jersey.

ROLES & RESPONSIBILITIES:

  • Lead the analysis, planning, and execution of NJ TRANSIT's Transit Friendly Planning program, collaborating with NJ TRANSIT Real Estate department, state and municipal entities, private developers, and diverse internal and external stakeholders. This involves leading the preparation of economic development projects and land use plans that align with and reinforce NJ TRANSIT's objectives of boosting transit ridership, enhancing service quality, and implementing capital investments.
  • Act as the primary liaison with federal, state, county, and municipal agencies, focusing on matters pertaining to land use, community planning, development/redevelopment, and policies and initiatives related to Smart Growth, Transit Oriented Development, Brownfields, Greyfields, and Transit Villages.
  • Oversee the creation & delivery of all materials and presentations related to transit-friendly projects by staff and/or consultants, targeting both internal and external stakeholders. The aim is to foster consensus on projects, plans, & recommendations, thereby facilitating the advancement of passenger facility improvements in a transit-friendly manner.
  • Supervise the Assistant Director and Planning Staff working on Transit Friendly Projects, ensuring efficient allocation of workload, management of specific projects, contracts, budgets, and related tasks.
  • Manage the allocation of resources, including personnel, consultants, and project funding, to ensure that work aligns with desired objectives and that projects are executed within required timelines and budgets.
  • Ensure that economic development plans optimize the utilization of NJ TRANSIT's transit services while concurrently enhancing community quality of life and environmental sustainability.
  • Collaborate with state and local elected and appointed officials, businesses, and the general public to initiate plans for development and investment that harmonize with NJ TRANSIT's goals.
  • Engage with land use planners, economic development specialists, developers, landowners, and engineers to foster consensus on feasible economic development plans that can be effectively implemented.
  • Review, advise, and collaborate with NJ TRANSIT Real Estate Department on proposed NJ TRANSIT redevelopment projects, to ensure Transit Friendly planning goals are fulfilled.
  • This position supervises an Assistant Director, Transit Friendly Planning and a Principal Planner

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Bachelor’s Degree in Planning, Community and Economic Development, Public Administration, Transportation, or a related field. Master’s Degree is preferred.
  • Ten (10) years of experience in initiating, planning, and developing transit-friendly land use projects, including at least eight (8) years of experience in managing staff and/or consultants for planning projects.
  • Proficiency in transit-Friendly Planning policies and principles, economic development and redevelopment practices, transportation planning techniques, and federal and state regulatory requirements.
  • Sound knowledge of real estate and public/private financing practices.
  • Excellent communication and written skills, with the ability to effectively convey messages internally and externally.
  • Demonstrated ability to establish and maintain effective working relationships at various organizational levels.
  • American Institute of Certified Planners (AICP) Certification and/or NJ Professional Planner License preferred.
