Director of Student Accounts/Bursar

 

Eckerd College, in partnership with the national search firm, Scott Healy & Associates, invites applications and nominations for the position of Director of Student Accounts/Bursar. The Director of Student Accounts/Bursar is responsible for the planning, direction, and implementation of all activities related to student accounts. This includes overseeing billing, collections, and cashier services for the College, troubleshooting issues, resolving customer service matters, and ensuring the integrity and accuracy of cash management. Additionally, the Director plays a vital role in the development and implementation of policies and procedures, while providing comprehensive leadership, vision, direction, and guidance. The Director works to ensure the attainment of critical business objectives, exceptional customer service, streamlined processes, optimal staff performance, and financial and regulatory compliance, all executed in a professional and courteous manner. Eckerd College seeks an experienced professional to serve in this important role.

 

Responsibilities:

  • Manages the daily operations and staffing of the Student Accounts office.
  • Ensures the accurate and timely billing of all student charges, collection of current and delinquent receivables, and accurate posting of payments.
  • Assists students and their families with inquiries related to their accounts and payments.
  • Coordinates billing activities with the Registrar, Financial Aid, Admission, Housing, Dining Services and Global Education.
  • Develops, monitors, and evaluates cashiering procedures.
  • Supervises on-line cashiering and record-keeping functions to collect student and non-student fees, fines, and miscellaneous transactions. Maintains daily transaction reports and deposit logs.
  • Oversees disbursement of federal, private and institutional financial aid and ensures compliance with related college, state, and federal policies and regulations.
  • Hires, trains, and mentors employees on the Student Accounts team to ensure efficient and professional interactions with students, families, faculty and staff.
  • Ensures compliance with College, State and Federal regulations including compliance with PCI DSS (Payment Card Industry Data Security Standard) in safeguarding sensitive cardholder data and compliance with the GLBA (Gramm-Leach-Bliley Act) in safeguarding sensitive data.
  • Generates, reviews, and files annual 1098-T Tuition Statements with the IRS.
  • Develops and documents procedures and policies in the cashiering and student billing functions.
  • Supervises the Mail Services department.
  • Administers the Health Insurance Waiver process and billing to insurance provider.
  • Assists with monthly close and annual audit. Calculates allowances for bad debt for student receivables and loan receivables.
  • Reviews delinquent balances to determine uncollectible receivables for write-off.
  • Manages and ensures completion of various monthly and annual reconciliations related to AR.
  • Manages and keeps secure the college’s petty cash funds and oversees cash management of federal financial aid.
  • Manages the draw-down of federal funds from the G-5 (federal grant management system) as expenses are made and reconciles the federal disbarment and draw down.

  • Ability to establish departmental goals and objectives and measure the department’s success toward achievement.
  • Ability to provide excellent customer service with professional, helpful, and positive demeanor.
  • Exceptional oral and written communication skills in order to effectively interact with a diverse campus community.
  • Ability to prioritize, organize, delegate, and complete assigned duties and responsibilities to meet deadlines.
  • Knowledge of generally accepted accounting principles (GAAP) and applicable Federal and state regulations and guidelines.
  • Knowledge of and skills in Microsoft Office and G-Suite.
  • Excellent skills in analytical problem-solving and decision-making.
  • Ability to handle and process confidential and sensitive student financial information with discretion.
