DIRECTOR OF INFORMATION TECHNOLOGY
SUMMARY
Under direction of the Chief Financial Officer, this position supports all Authority operating departments by providing leadership and guidance to the Information Technology Department, including the development of overall Information Technology strategy as well as the implementation and maintenance of an Agency-wide computing system and network infrastructure. . Primary responsibilities include overseeing core IT services, implementing hardware and network infrastructure, supporting operating systems software, and leading any other duties that fall under the purview of the IT department. Along with having technical expertise, the successful candidate will serve as a visionary leader. They will support a team effort in technology planning, equipment acquisition, applications development, and establishment of standards for hardware, software, networking, data and voice security, and telecommunications equipment and services. They will also serve as a respectable role model, showing IT staff how to provide excellent customer service, implement innovative solutions, communicate with other departments, prioritize projects, and find solutions to complex issues. The
Director will have an in-depth knowledge of telecommunications, business continuity, disaster recovery plans, and cybersecurity, along with the best leadership practices for staff development, goal setting, and project management.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Supports, in position’s capacity, all Authority operating departments.
- Manages the operation of the Information Technology department and its staff; in position’s capacity, supports all Authority operating departments.
- Provides leadership in the selection, design, implementation, integration and on-going support for all information systems throughout the agency.
- Ensures that the application systems are online during work hours and after office hours if requested.
- Manages the IT department staff, including network administrators, developers, analysts and help desk and telecommunications technicians ensuring that work requests are done efficiently and on time.
- Oversees the development and revisions of system applications, ensuring that the IT staff is properly informed about the purpose of such changes.
- Interviews and consults with user representatives in order to define their needs and participates in defining functional requirements and conducting technical evaluations on applied systems.
- Assists in the planning and implementation of additions, deletions and major modifications to the supporting infrastructure of the agency-wide network environment.
- Ensures appropriate network security for the entire agency.
- Recognizes necessary network improvements and makes suggestions to management to support IT application systems for the agency.
- Plan upgrades to the agency’s existing telephone system on a company-wide basis.
- Makes recommendations to management regarding phone system upgrades with the help of the IT
Telephone Technician.
- Oversees IT-related asset purchases on an agency-wide basis.
- Manages software licenses on an agency-wide basis.
- Assists in any request for proposal (RFP) by the agency taking a lead role in making sure that the agency’s application systems and computer infrastructure are best described in these RFPs.
- Serves as key participant in team meetings; performs timely follow-up as needed.
- Effectively communicates relevant IT-related information to superiors and peers in other departments.
- Serves as focal point for all inter-office IT-related matters agency-wide.
- Ensures that network administrators are monitoring, analyzing and evaluating performance and working on resolution of identified degradation trends and problem areas.
- Ensures that support for around-the-clock information transfer, storage, and processing is timely, efficient and meets the service levels required.
- Evokes creative and innovative thinking from team members, while helping them to bring their ideas and career plans to fruition.
- Helps to determine new, creative ways to employ teams on projects and distribute responsibilities.
- Participates in all programs relating to performance evaluations and career development planning.
- Complies with and enforces standard agency policies and procedures.
- Develops internal IT policies, standards and procedures designed to improve work procedures and service quality.
- Recommends long-range and short-range Information Technology plans to meet the needs of the agency.
- Keeps abreast of and applies HUD, federal and state laws and policies that affect the management or use of technology or information.

Education and/or Experience
Bachelor’s Degree from a four-year college or university in business, Information Technology, or a related field as well as at least ten years of project, Information Technology, and/or business process reengineering experience, with at least 10 years’ experience in progressively responsible management roles. A Master’s degree in Business Administration or Information Technology is highly preferred. A+ Certification and applicable Microsoft Certifications are highly preferred.
Language Skills
Ability to read and interpret documents such as technical specifications, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills
To perform this job successfully, an individual should have very advanced technology (hardware and software) skills in a Microsoft Windows environment.
