Job description

The Information Technology (IT) Engineer II class provides skilled technical services in support of installation, configuration, testing, integration, and ongoing support for City applications or infrastructure requiring an in-depth knowledge of the City's platforms and environment in support of meeting availability and performance goals. This class applies to Business Solutions and Application Development; Business Analytics; Database; Desktop and Mobile Services; Service Desk; Geographic Information System (GIS); Network; Security; Unified Communications; and Server, Storage and Backup. Employees in this class are required to participate in team on-call support, 24 hours a day, seven days a week. This class is FLSA exempt-computer professional.
Database Administrator Assignment: An IT Engineer II assigned to the Database Services team will be responsible for production support of a wide variety of databases that support City operations. The Database Administrator will serve in the daytime and after-hours on-call rotation, supporting the SQL Server and Oracle environments. The Engineer will perform routine database administration such as running change scripts, granting security, migrating reports, restoring backups, and server administration tasks. They will work with IT developers on integration, performance, and development best practices and participate as a database expert on project teams for new implementation and upgrades. They will advise the database architect during planning for future systems and lead migration projects. The Engineer will resolve after-hours issues with database availability, patching, storage management, and project go-live activities while bringing a customer-centric focus with strong troubleshooting skills and root cause analysis. They will use monitoring and management tools to keep systems available and secure. They will follow change management procedures and assist in onboarding new applications. Constant improvements to the platforms will be achieved through standardization, documentation, and automation of common tasks and requests. PowerShell, Bash Scripting, and knowledge of Visual Studio and Azure DevOps will help the Engineer leverage their time by increasing efficiency and empowering platform developers. Using ETL and replication tools, the Engineer will support data integration related to master data and other integrations.
This class may perform technical and/or project leadership for a medium to large-size project at one time or multiple small to medium-scale projects concurrently. This class is responsible for independently performing specialized work on more complex assignments such as identifying and documenting business process requirements and automation opportunities; assisting the customer in new project definition; testing; resolution of problems; system documentation; implementation; generation of reports; knowledge of data and databases; software/hardware configuration and integration; vendor evaluation; and support of new technologies. Responsibilities may include supervising and coordinating day-to-day activities of technical staff (by assignment).
About the Ideal Candidate: The ideal candidate will have experience planning, installing, administering, upgrading, recovering, and migrating DBMS systems of up to 1TB. Ability and confidence to support critical database systems that provide City services such as Payroll, Bill Pay, and Utility Management.
Primary skillsets include:

  • Administering Microsoft SQL Server, Azure SQL DB, SSIS, and SSRS on Windows 2016+.
  • Administering Oracle Database Server: Versions 19+, Redhat Linux, OEM with Lifecycle and Performance packs.
  • Well-rounded knowledge of IT concepts regarding networking, server, storage, firewall, application architecture, monitoring, security, DR planning, and user authentication.
  • Ability to collaborate with IT staff, enforce policy in a positive manner as well as working with staff outside of IT when sourcing data and on special projects.
  • Proficient communication skills and excellent customer service skills. Experience with developing and maintaining technical documentation, and the ability to work in teams or independently.
  • Experience with Server management tools, DevOps, and administrative scripting with PowerShell and/or Bash.
  • Performance tuning, issue resolution and root cause analysis.
Additional preferred skillsets:
  • Intermediate skill level in coding SQL and data warehouse design and implementation.
  • An understanding of business data, customer requirements, data profiling and cleansing, data movement and transformation to aid in reporting or integrations.
  • Practical experience with ETL tools related to interfaces and data warehousing such as SSIS, Informatica, and SAFE FME.

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science or a related field. Considerable (3 - 5 years) computer systems experience in at least one of the following technical support areas: Applications, Database, Desktop, GIS, Network, Security, Server, or Web Support.
Special Requirements.
