Overview of position:
FEDITC is seeking a Cyber Network Intelligence Analyst at Lackland AFB, TX. Active TS/SCI Clearance and a United States Citizenship are required to be considered for this position. Willing to take Polygraph.
The 91 COS has an operational requirement for the development, maintenance, and instruction of standardized cyber operations utilizing TNO platforms in support of Combatant Commanders on a global basis. The goal is to provide operations personnel with detailed training courses to enhance the MQT of crewmembers. The developed courseware will familiarize crew trainees with TNO operations using present and future platforms. Courseware depth will be relevant to crew responsibilities and will increase with each level of instruction. The 91 COS is tasked with multiple mission areas requiring analytical support. This analysis will require use of higher-level tools to obtain automation of network characterization and baseline trending for highly technical mission areas. This task also assists cyberspace operations special access program (SAP)-related efforts for planning requirements, community coordination, policy, and doctrine.
Responsibilities:
  • CONEMP: The ability of the 91 COS to complete its mission is dependent upon accurate, timely, and thorough analysis of mission data and provide all-source intelligence support to operations. The scope of this task will include all duties required to assist the Offensive Cyberspace Analytical Support and 91 COS personnel to perform their daily duties. FTEs will be assigned to the Operations Intelligence (DOI) flight and may be required to work longer than regular work hours to support the surge in operations.
  • Utilize statistical deviation levels obtained from tools processing network behavior trending and network stability data to establish identifiable network norms and deviations.
  • Present results to analysts and operators and train them on how to recognize changes in an operational environment likely to cause mission success or failure.
  • Create visual displays conveying situational awareness and engagement effectiveness assessments to the operational crews utilizing all-source intelligence research methods.
  • Provide all-source intelligence support to Mission Analysis, Current Operations, Operations Training (for scenario development), and Weapons and Tactics.
  • Work closely with the principal analyst to ensure data analysis is performed on time, is completed accurately, and is retrievable from the database to assist in long-term research when necessary.
  • Work closely with the database and programming support personnel to ensure data accuracy, data availability, and data integrity.
  • Analyze current all-source intelligence from relevant intelligence community sources concerning adversary telecommunication and computer network systems supporting adversary C4I processes. Provide analytical reports and state findings or integrate conclusions into comprehensive squadron-generated composite reports, briefings, and target profile folders.
  • Assist crews and analysts in determining the most efficient means of execution against adversary networks regarding 91 COS cyber operations.
  • Identify and document priority intelligence requirements (PIR).
  • Assist crews in post-mission reporting and analysis by compiling post-mission data with technical all-source intelligence to determine system performance, possible adjustments to execution parameters, and recommend improvements to procedures and tools to increase execution efficiency. Also, assist the crews in post-mission support such as linguist processes, analysis tools, and retargeting.
  • Provide expertise in integrating, testing, troubleshooting, and/or supporting telecommunications transmission and switching systems and computer networks. Specifically, analysis and documentation shall include the physical, data link, network, and transport layers of the International Organization of Standards (ISO) Open System Interconnection (OSI) reference model.
  • Understanding the connectivity between individual types of equipment is paramount to the task.
  • Understand telecommunications and telecommunications interfaces, computer telephony, computer networking, and network security.
  • Write technical reports about systems that extensively involve telecommunications and telecommunications interfaces, radio frequency (RF) signaling, computer telephony, computer networking, and network security.
  • Acting under Service Cryptologic Element authority, retrieve, process, and report information from mission partner/intelligence community databases in support of 91 COS activities, including geolocation enabling operations. Additionally, conduct OJT, present mission and capability briefings to analysts to enhance analytical acumen within the unit, and conduct all-source intelligence research to answer requests for information to support crews, 91 COS internal offices, and 91 COS external customers.
  • Provide OJT to other contractors, military, and civilian personnel and maintain continuity folders/working aids to ensure efficient transition when personnel rotate.
  • The Contract Manpower Equivalent (CME) performing tasks on this objective will require a CI Polygraph exam to qualify for access to specific systems and databases. The Government COR will determine which CME will need to meet this requirement.
  • Provide weekly task updates to the DOI flight leadership via their chosen method.

Qualifications
Experience/Education:
  • 3-5 years of progressively responsible Defensive Cyber Operations support experience
  • 3-5 years supporting DoD/AF organizations
  • Must have sufficient technical knowledge to understand cyber capabilities, target vulnerabilities, and effects IAW section 12 (at least Network+ and Security+)

Certifications:
  • IAT Level II Certification

Clearance:
  • Must be a US Citizen and an Active TS/SCI Clearance.
  • Willing to take Polygraph
  • Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC'S Client(s)/Customer(s)/Prime contractor(s).
