PRIMARY PURPOSE:
Provide leadership for Human Resources activities to ensure high-quality staffing and retention of district personnel. Recommend and implement legally sound and effective resource programs. Assist in supervising the day-to-day operations of the Human Resources services department. Assist in the administration of District matters.
QUALIFICATIONS:
- Texas Teacher's Certificate (preferred)
- Master's Degree
- Mid-management Certificate/Principal Certification (preferred)
Special Knowledge and Skills:
- Strong organizational, communications, and people skills
- Knowledge of selection/training of personnel
- Knowledge of school employment law, personnel law, State and Local policy
- Three years of administrative experience at campus level or central office.
MAJOR RESPONSIBILITIES AND DUTIES:
- Work cooperatively with the Assoc. Supt. of Human Resources to help define human resource needs.
- Promote collegiality, teamwork, and collaborative decision making among staff
- Implement procedures and work cooperatively with employees to ensure that they are informed of and in compliance with personnel policies, procedures, and regulations
- Work cooperatively with principals, directors, ATCP and other staff in screening, interviewing and with the selection of personnel for all assignments
- Organize and evaluate recruiting trips for the district and participate in the recruiting fairs in and out-of-state, at universities and other organizations
- Develop and maintain recruiting materials and displays
- Develop and maintain active liaison relationships with college and university career teacher preparation officials and placement offices, Region IV Education Service Center staff, professional associations, and other recruiting resource organizations
- Serve as the administrator for the development and revision of professional / support staff job descriptions and required postings
- Compile statistics relating to recruitment and retention of diverse employees
- Coordinate Human Resources training in the area of Frontline, interviewing skills, and assisting district personnel
- Supervise responsibilities of department staff
- Coordinate and maintain an annual update and distribution of the Human Resources Handbook
- Assist with processing leaves and absences for employees
- Coordinate state and national criminal background checks utilizing the Texas Department of Public Safety (TXPDS), Clearinghouse following Senate Bill 9 fingerprinting requirements
- Keep the Assoc Supt of Human Resources informed of any support staff experiencing job-related difficulties, including any concerns and /or grievances that may affect employment status
- Assist in making recommendations regarding policies and procedures for personnel
- Assist with job assignments, reassignments, transfers, of professional / support staff
- Maintain records as required by the federal, state government, and board policies and assist in the preparation of reports
- Conduct assigned investigations for support staff personnel
- Coordinate the recruitment, assignment and induction of student teachers and staff from local and out-of-state educator preparation programs
- Assist with the development and the training of substitute teachers and paraprofessionals
- Supervise the operation and maintenance of the automated system and all substitute records
- Supervise personnel records management and oversee compliance with the state records management program
- Compile, maintain, file, and secure all physical and electronic reports, records, and other required documents
- Hire, organize, and direct the work activities of department staff
- Evaluate job performance provide training and development of department staff to ensure effectiveness
- Ensure that department operations contribute to the attainment of district goals and objectives
- Participate in professional development activities to maintain current knowledge of Human Resources rules, regulations, and policies
- Assist with all Human Resources Department sponsored events such as New Teacher Orientation, Job Fairs, Health Fairs, etc.
- Perform other duties as assigned

Ability to communicate effectively (verbal and written); interpret policy, and data, coordinate district functions and maintain emotional control under stress
Physical Demands/Environmental Factors:
Frequent district and occasional statewide/national travel; frequent prolonged and irregular hours, repetitive hand motions, prolonged use of the computer, steady phone interactions, moderate standing, walking, and bending, occasional lifting up to 35lbs.
