Position Information:
This is an Open Competitive recruitment to create an eligibility list for current opening. Successful candidates are expected to work eight (8) hours a day, five (5) days a week, and twelve (12) months a year. Candidates must submit proof of all supporting documents to be considered for the examination process.


GENERAL PURPOSE
Under direction, plans, schedules, supervises and inspects the work of skilled and semi-skilled craft workers engaged in the construction, alteration, modification, maintenance and repair of District-owned buildings, structures, classrooms, offices and related facilities; and performs related duties as assigned.
DISTINGUSHING CHARACTERISTICS
With direction from a Maintenance Manager, this class provides first-line supervision, training and technical assistance to skilled and semi-skilled building trades craft workers. Incumbents are responsible for formulating and developing unit goals and objectives, supervising assigned personnel and directing day-to-day activities. Work and results are reviewed through inspections and analysis of records, reports and completed work orders.
Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
1. Participates in the selection of assigned personnel; ensures training of assigned personnel; establishes work priorities and retains and assigns work to assigned maintenance and construction personnel.
2. Plans and evaluates the performance of assigned personnel; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; subject to management concurrence, takes disciplinary action to address performance deficiencies in accordance with Personnel Commission laws and rules, policies and collective bargaining agreements.
3. Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and District's mission, strategic plan, objectives and values.
4. Participates in the preparation of operating budget recommendations, authorizes the purchase of materials and monitors work activities and expenditures to control costs.
5. Plans, lays out, assigns, monitors, supervises, inspects and evaluates the work of skilled and semi-skilled maintenance personnel in the construction, installation, maintenance and repair of buildings, structures and related facilities, involving construction trades such as carpentry, painting, glazing, roofing and plastering.
6. Coordinates and schedules carpentry work; supervises, reviews, monitors and evaluates the work of personnel involved in repairing, finishing, constructing and altering wooden articles and structures such as halls, counters, doors, window frames, forms, fences, cabinets and shelving.
7. Coordinates and schedules plastering, cement finishing or other masonry work; supervises, reviews, monitors and evaluates the work of personnel involved in plastering, repairing, finishing, constructing and altering various types of interior and exterior building walls and outdoor ramps, slabs, retaining walls and sidewalks.
8. Coordinates and schedules glazing work; supervises, reviews, monitors and evaluates the work of personnel involved in installing, repairing or replacing broken glass, mirrors or screens in doors, windows or other fixtures; supervises, reviews, monitors and evaluates the work of personnel involved in installing, repairing or replacing Venetian blinds and curtains.
9. Coordinates and schedules painting and other surface finishing work; supervises the work of personnel involved in applying paint, varnish, shellac, enamel lacquer or other protective or decorative finishes to interior and exterior surfaces such as wood, metal, glass, plaster, stucco, wallboard, brick and cement.
10. Determines priority of work orders and their assignment to personnel; plans, organizes and schedules workflow of assigned employees.
11. Performs skilled work in at least one of the construction trades; advises and assists assigned personnel in performing assigned work; ensures timely completion of work requests; reviews completed work and provides timely feedback as appropriate.
12. Develops and implements preventive maintenance programs; reads and interprets job orders, blueprints and specifications; develops specifications for new or replacement facilities and equipment.
13. Estimates time, material, supplies and labor costs; maintains records of work orders and location and other information concerning District systems and equipment; prepares reports as necessary.
14. Coordinates assigned maintenance activities with other maintenance sections and District site administrators; consults with superiors on work plans and develops specifications for procurement of construction-related materials, supplies and equipment; initiates requisitions for materials and equipment; authorizes small purchases from local vendors; reviews use of materials and equipment by assigned personnel and maintains adequate inventory levels.
15. Maintains current knowledge of technological advancements in the construction field as applicable to assigned District maintenance needs; plans and implements methods of energy conservation including the use and installation of energy-saving, higher-efficiency fixtures and materials.
16. Inspects work of outside contractors; inspects buildings, structures and fixtures for construction-related maintenance or repair needs.
17. Establishes, implements and ensures adherence to prudent work safety policies and procedures; ensures health and safety precautions are observed and hazards are eliminated.
18. Operates a variety of hand and power tools and equipment related to assigned construction trades.
OTHER DUTIES
1. Fills in for the Maintenance Manager in that person's absence.
Qualifications
MINIMUM QUALIFICATIONS
Knowledge of:
1. Methods, materials, tools and equipment used in assigned trades.
2. Design, construction, installation and maintenance of District facilities, structures and grounds equipment and surfaces.
3. Applicable building and safety codes and other related regulations.
4. Methods of planning, organizing, prioritizing and scheduling work.
5. Principles and practices of training and supervision.
6. Laws, rules and regulations related to assigned maintenance activities.
7. District organization, operations, policies and objectives.
8. Interpersonal skills using tact, patience and courtesy.
9. Health and safety regulations and precautions.
10. Basic inventory methods and practices.
11. Proper methods of storing equipment, materials and supplies.
12. Local vendors and sources of supplies.
13. Basic bid preparation procedures.

22. Work independently with little direction.
Education, Training, and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is six years of increasingly responsible journey-level experience in at least one of the assigned construction trades, including some experience in a lead or supervisory capacity; or some combination of education, training and experience that produces the requisite knowledge and ability.
Licenses; Certificates; Special Requirements:
A valid California driver's license.
