The University of Texas at Austin is seeking to hire an experienced Construction Administrator III (CA3) to support various construction projects at UT Austin and other UT Austin campuses. CA3 provides construction administration support for the lead project manager, consistent with Planning, Design and Construction (PDC) department policies and procedures. PDC currently manages a program in excess of $2 billion in planning, design and construction phases. Purpose
To provide skilled, professional quality assurance for construction projects in order to ensure compliance with contract documents and applicable standards. Assignment workload may be 1 or up to 4 major capital projects ($10M+ Total Project Cost (TPC)) and various minor (

Responsibilities

  • Conduct daily observation of construction work for compliance with approved contract drawings, specifications, RFIs, Supplementals, shop drawings, and Change Orders. Note conditions of non-compliance, with proper references to drawings and specifications.
  • Coordinate and monitor material testing, air balance testing, systems testing and commissioning. Monitor deficiency logs to assure follow up of re-testing and system performance. Assist the Project Manager (PM) in resolving construction issues involving architectural, civil, structural, plumbing, electrical, and mechanical issues.
  • Coordinate site visits, inspections, noise control, traffic control, security or utility outages. Attend pre-outage planning meetings. Monitor project close-out procedures and deliverables, including Operation and Maintenance manuals, current and accurate as-builts, record documents, punch lists, and warranty walk-through. Issue punch lists for above-ceiling, in-wall and Substantial Completion inspections, and revisit to confirm completion of deficiencies.
  • Draft Field Directives/Orders for PM approval as needed to expedite the work and document direction given to contractor. Confirm pricing with R.S. Means or other recognized cost estimating tools. Attend Pre-Construction meeting and regular onsite construction meetings. Facilitate pre-installation meetings between contractor and subcontractors prior to starting work as required.
  • Monitor job site safety, conduct routine safety inspections and document observations and deficiencies in SafetyNet electronic database. Monitor Storm Water Pollution Prevention Plan (SWPPP) Best Management Practices and posted notifications, conduct weekly inspections and follow-up on correction of noted non-compliance by contractor. Maintain SWPPP documentation ready for unscheduled compliance inspections and audits.
  • Maintain SWPPP documentation and perform inspections and audits. Stay current in Codes and Regulations applicable to design and construction, including International Building Codes (IBC), NFPA 101, TDLR, OSHA, ADA/TAS, ASHRAE 90.1, TPDES, and any special requirements of the building type or the local jurisdiction. Interface with and provide support to end-users and campus stakeholders, architects and engineers, contractors and regulatory agencies to assist with timely resolution of conflicts.
  • Review, comment, maintain, organize, distribute, track and retrieve paper and electronic construction related project documentation, including inspection and test reports, RFI’s, Architect’s Supplemental Instructions (ASIs) documents, submittals, project change control documents, etc. Survey construction progress to confirm percent complete by trade. Review, confirm, modify and approve monthly contractor payment applications.
  • Stay current in Codes and Regulations applicable to design and construction, including International Building Codes (IBC), NFPA 101, TDLR, OSHA, ADA/TAS, ASHRAE 90.1, TPDES, and any special requirements of the building type (e.g., healthcare, athletics, research labs, etc.) or the local jurisdiction. Interface with and provide support to end-users and campus stakeholders, architects and engineers, contractors and regulatory agencies to assist with timely resolution of conflicts.
  • Other related functions as assigned. Complete special projects and serve on committees as assigned.

Required Qualifications
High school diploma or GED equivalent. 10 years of related experience in highly complex commercial, higher education or institutional construction projects with a TPC of $10M+. Ability to read and comprehend complex building construction documents, plans, details, diagrams, and specifications. Computer proficiency in multiple software packages such as Microsoft Office suite. Five years in staff oversight experience. Excellent written and verbal communication skills.
Relevant education and experience may be substituted as appropriate.
Preferred Qualifications
15 years inspecting mechanical and/or electrical systems, architectural finishes, and familiarity with Storm Water Pollution Prevention Plan (SWPPP) inspection in highly complex industrial, commercial, higher education, or institutional facilities preferred. Technical certification, licensure, or other industry recognized documentation of knowledge and expertise in one or more building trades preferred. LEED Green Associate preferred. OSHA Thirty-hour construction safety training preferred. Experience using internet-based safety database such as SafetyNet. Computer proficiency in project management and tracking software such as Procore, BIM 360, etc. and document review/editing software such as Bluebeam, Adobe Acrobat Pro, etc.
Driving Required
This job requires a class “C” operator’s driver’s license. The applicant selected must provide a current three year driving record from the current state of residence. If not currently a Texas resident, a Texas driver’s license must be obtained within 30 days of becoming a Texas resident. Employees who are required to have a CDL are subject to drug and alcohol testing (pre-employment, post-accident, reasonable suspicion, random, return-to-duty, and follow-up drug and alcohol testing).
Salary Range
$80,000 + depending on qualifications
