Position Summary & Duties Responsible
POSITION SUMMARY
Clinical Services Program Manager will provide oversight for all clinical operations, and direct functions operated by the department and other related services of the Bernalillo County Department of Behavioral Health Services. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.
DUTIES AND RESPONSIBILITIES
- Develop, implement, manage, and evaluate clinical direction of substance misuse and mental health treatment services operated by the Department of Behavioral Health Services; recommend and facilitate execution of modifications to programming for the purpose of improving services and outcomes.
- Oversee the clinical direction of programming; ensure professional credentials of staff are maintained and assist in providing ongoing training as required by the state for the provision of counseling and treatment services.
- Assist in the planning, development, and implementation of departmental program coordination of current and future Bernalillo County addiction recovery/mental health services.
- Develop and implement procedures and guidelines for clinic, staff and programs.
- Assist in the recruiting, interviewing, hiring, supervision, evaluation, and discipline of clinical and support staff.
- Direct and coordinate the planning, development and preparation of program budgets.
- Develop, review, and update applicable policy and procedures, rules and regulations, and protocols relevant to programs and services.
- Maintain clinical logistics, statistical reports and generate other reports as necessary.
- Provide clinical staffing, case consultation, training and clinical supervision of substance and mental health recovery services staff as well as monitor client feedback.
- Serve as the liaison between the department and the community as necessary.
- Oversee the compliance and maintenance of all department records related to client care.
- Prepare, research, and develop written reports and presentations regarding areas of responsibility.
- Attend and participate in professional group meetings; provide feedback relevant to area of specialty.
- Stay abreast of current practices and new trends relative to position.
- Perform other job-related duties as assigned or required.

Minimum Qualifications
- Master’s Degree in Social Work or related field, and nine (9) years of work experience in a clinical setting counseling individual and/or family therapy for emotionally disturbed, conduct-disordered or substance abusing clients, current and valid New Mexico Independent licensure as a Licensed Psychologist; Licensed Professional Clinical Counselor (LPCC); Licensed Marriage and Family Therapist (LMFT) or Licensed Independent Social Worker (LISW), plus two (2) years in a managerial role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background investigation.
- Employee must comply with the safety guidelines of the County.
- Maintain current and valid professional licensure in accordance with the New Mexico Counseling and Therapy Practice Board or other credentialing board relative to licensure.
- Maintain current supervision credentialing as a part of valid professional licensure in accordance with the New Mexico Counseling and Therapy Practice Board or other credentialing board relative to licensure.
- Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.
- Employee must complete required FEMA training(s) as assigned to position.
- Employee must complete required Supervisor classes if applicable
- Pursuant to the criminal history screening for Caregivers Act, Section 29-17-1 through Section 29-17-5 NMSA 1978, new hires at the Behavioral Health Services facility will be required to complete a caregiver criminal history screening for all caregivers. Conviction of a disqualifying condition is cause for termination or sufficient reason not to hire if applicant has a disqualifying condition on their record at time of application.
WORKING CONDITIONS
- Duties are performed indoors in a temperature-controlled environment.
- Duties are performed on an even, usually dry surface, which may be concrete, tile, or carpet.
- Work hazards or potential work hazards include a possibility of personal injury from violent residents or heavy exertion due to any physical confrontation.
- Duties are performed in a locked facility.
- Employee may be required to do shift work and/or work a flexible schedule may be required.
- May work alone with or without direction. May work within a group at times and/or with a select team at times.
EQUIPMENT, TOOLS AND MATERIALS
- Utilizes computers and communication equipment on a daily basis.
- Utilizes facility keys on a frequent basis.
