Bi-weekly Salary:
Clerk of the Board I: $1,633.47 - $1,800.90
Clerk of the Board II: $1,800.90 - $1,985.52
The Del Norte County Board of Supervisors are seeking a qualified candidate to fill once (1) vacancy for the position of Clerk of the BoardI/II. This position is classified as full-time.
This is a technical position that requires the ability, skill and experience to perform a variety of responsible functions and duties with minimal supervision except, as new or unusual circumstances require. This position is classified as Confidential and is non-exempt from the overtime provisions of the FLSA.
Under general supervision of the County Administrative Officer performs and assists in a wide variety of confidential and technical tasks related to the activities and operations of the Board of Supervisors Office. Schedules, attends, and keeps record of Board of Supervisors meetings and hearings. Maintains official county files and records.
Detailed Work Activities
Essential job duties may include any of the following tasks, knowledge, skills and other characteristics. The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific tasks.
  • Schedule, organize, attend, and record various meetings and/or hearings of the Board of Supervisors.
  • Prepare and distribute agendas for meetings of the Board of Supervisors; ensure involved parties and the general public are informed within required time limits.
  • Coordinate publication and posting of all legal notices as required by law.
  • Coordinate the preparation, review, and distribution of a variety of legal documents such as minute orders, ordinances, resolutions, and agreements.
  • Communicate board actions and directives through correspondence to appropriate departments, agencies, and/or other involved parties.
  • Type, assemble, and distribute reports, memos, forms, resolutions, and other materials as necessary.
  • Initiate and maintain a variety of files and records; maintain and update lists, manuals, and resource materials.
  • Identify records management needs and alternatives.
  • Review and recommend necessary changes to records management, including record retention, space needs, and micrographic and archival needs.
  • Coordinate and participate in the development of the county archival program.
  • Ensure that county staff and the public have access to legislative history in a timely manner
  • Research and compile data for special projects and various reports.
  • Respond to letters and general correspondence of a routine nature.
  • Screen calls and visitors and refer inquiries as appropriate; respond to complaints and requests for information regarding policies, rules, and regulations.
  • Establish and maintain records involving the division's budget.
  • Maintain calendars and appointments for Board Members.
  • Arrange meetings and conferences and make travel arrangements as requested.
  • Performs related duties as required or assigned.

Minimum Qualifications
Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge and abilities would be:
Level I
Education: Graduation from high school or equivalent supplemented by college coursework in public administration, business administration, records management, or closely related field.
Experience: Five (5) years of responsible secretarial experience involving frequent public contact in working with governmental boards and/or commissions, including a minimum of two (2) years experience in records management.
Level II
In addition to the above, two years' experience as Clerk of the Board I or equivalent classification.
Special Requirements: Must possess and maintain a valid Driver's license.
All County of Del Norte employees are designated Disaster Service Workers through State law (California Government Code Section 3100-3109). Employment with the County of Del Norte requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Work related training as assigned, and to return to work as ordered in the event of an emergency.
Knowledge, Skills and Abilities
Knowledge of:
  • Functions and operating procedures of the County Board of Supervisors, and the organization and activities of county government.
  • Preparation and format of various legal documents which relate to county functions and are required by county legislative bodies.
  • Legal requirements for various matters routinely brought before the Board of Supervisors, including publication and notices.
  • Minute-taking process and various alternative methods that can be applied to this process.
  • Principles, practices and methods of records management applicable to local government.
  • Proper grammar, spelling, punctuation and business writing.
  • Modern office methods and procedures.
  • Bookkeeping and record keeping.

Ability to:
  • Understand the organization and operation of the county and outside agencies as necessary to assume assigned responsibilities.
  • Interpret and follow departmental policies and procedures.
  • Perform special research and develop concise reports.
  • Provide clerical support to the Board of Supervisors and assume responsibility for managing the procedural activities of the office.
  • Compile and maintain accurate county records.
  • Communicate effectively with other governmental agencies, department heads and departmental representatives and the general public.
  • Effectively follow written and oral instructions in an efficient and timely manner.
  • Establish and maintain an effective working relationship with all individuals contacted in the course of business.
  • Work independently in the absence of supervision.
  • Operate keyboards, office equipment and business machines is required.

Selection Process:

BENEFITS:

Paid annual leave:
Vacation:
1-5 years of continuous service: 15 working days per year; 6-10 years of continuous service: 20 working days per year; 11-15 years of continuous service: 25 working days per year; 16 years or higher of continuous service: 30 working days per year. Note - Vacation will be available for use after completion of six (6) months of continuous employment.
Sick Leave:
1 day of sick leave with pay for each month of service from the date of
employment. Note - Sick leave shall accrue from the date of initial employment and may be used upon accrual.
Holidays:
13 working days each year.
Floating Holidays:
3 working days each fiscal year. Note - Floating Holidays may be used upon accrual.
Retirement:
The County is a member of the Public Employees' Retirement System (PERS) integrated with Social Security.
Group Insurance:
The County pays a portion of the employee's group health, dental, vision and life insurance premiums with dependent health and dental care benefits available at group rates.
