Overview:
The Laboratory Protection Division (LPD) is seeking a Classification Learning Specialist in support of the Laboratory Protecting Division who will focus on supporting the Oak Ridge National Laboratory (ORNL) Classification Office Program. The selected candidate will be responsible for managing and executing a variety of established and new projects and may be involved in any or all parts of the analysis, design, development, implementation, and evaluation (ADDIE) process. This key individual develops, prepares, and executes training materials in highly technical subject areas relating to work performed by ORNL research staff in subject areas where classification guidance is issued. The position will report to the Classification Office Team Lead within the Safeguards and Security Group.
This position will assist the Classification Officer in supporting the management and oversight of the ORNL Classification Program and the classification of scientific, technical, and other information as well as provide Unclassified Controlled Nuclear Information (UCNI) and Controlled Unclassified Information (CUI) guidance for ORNL Programs. ORNL is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Major Duties/Responsibilities:
- Involve all parts of the ADDIE process for a variety of training projects and training scenarios to ensure the effective development of sound course content to meet institutional needs.
- Apply instructional design best practices for institutional training, training materials, and sustainment training.
- Develop and conduct competency analyses and needs assessments that results in design solutions for ORNL programs.
- Design, develop, implement, and deliver innovative learning solutions in a classroom, on a web-based platform, in a blended learning environment, or for a combination of delivery platforms.
- In-depth knowledge of functionality of learning management systems (LMS) and learning management content management systems (LCMS).
- Provide oversight of training and performance records to ensure milestones and compliance with program requirements.
- Review scientific papers and reports to identify information that requires protection or control in accordance with federal regulations and DOE/National Nuclear Security Administration Classification policies and guidelines.
- Ensure ORNL staff maintains a healthy awareness of classified subject areas, their responsibilities for protecting classified information, and the resources available to them for ensuring classified information is identified and protected.

Basic Qualifications:
- Bachelor's degree in instructional design, instructional technology, or completion of an equivalent curriculum that focuses on learning and development
- A minimum of three years relevant experience developing and delivering training products, including instructor-led training packages, supplemental teaching materials, and procedural job aids.
- Experience applying adult learning theory, training principles, and techniques to training development.
- Experience applying systematic approach to training (SAT) model to training projects to ensure development of sound products to meet customer requirements and needs.
- Experience with web-based, classroom, virtual, and/or blended learning strategies or an equivalent combination of education, training, and experience.
- The candidate will be required to complete and maintain Derivative Classification, Derivative Declassification, and Unclassified Controlled Nuclear Information Reviewing Official authorities.
Preferred Qualifications:
- Master's degree in instructional design, instructional technology.
- Extensive work with a learning management system.
- Working knowledge of and experience with DOE O 475.2B, Identifying Classified Information, DOE O 471.1B, Identification and Protection of Unclassified Controlled Nuclear Information, and DOE O 471.6, Information Security.
- Relevant experience in derivative classification, UCNI, declassification, or working in classified subject areas
- Current DOE certification as Derivative Classifier, Derivative Declassifier, and Unclassified Controlled Nuclear Information Reviewing Official.
- Excellent computer skills with advanced working knowledge in Adobe products and Microsoft Office Suite.
- Must be reliable, self-motivated, and focused on high-quality delivery of work products and possess ability to handle multiple tasks simultaneously to meet assigned deadlines.
- Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.
- Excellent interpersonal and communication skills (written and verbal).
Q clearance:
This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
