The City of La Crosse is seeking to hire a full-time Civil Engineer PE to be an essential member of the Engineering Department, which is responsible for designing, installing, and managing infrastructure throughout the City of La Crosse. The individual in this position will work with a dedicated team of employees whose actions improve the lives of the citizens of La Crosse daily.
This position performs professional engineering duties to deliver public works projects, operate systems, and maintain infrastructure. Duties may include geometric roadway design; survey and studies; plans, specifications, and cost estimates; administering contracts and agreements; and evaluating reports and plans from consultants. An emphasis will be on transportation, including roadways and intersections; signals, signing, and traffic studies; and State and Federal agency coordination. Duties include supporting other city departments and informing elected officials and the public. Work is performed under direction of the Director of Engineering & Public Works. Annual wage for this exempt position ranges between $84,344.00 to $96,595.20 (80 hours bi-weekly), depending on qualifications.
Requirements: Bachelor's degree in Civil Engineering, Wisconsin registered professional engineer. Five years professional Civil Engineering experience; or any combination of education and experience that provides equivalent knowledge, skills and abilities. Proficiency in Microsoft Office. A valid motor vehicle operator's license is required. Experience with traffic software, such as SYNCHRO, Centracs, and HCS is a plus.

Purpose of Position
The purpose of this position is to perform professional Civil Engineering duties such as public works project design; conducting surveys; preparing plans, specifications and cost estimates; administering construction project contracts; evaluating of engineering reports, studies, plans and specifications prepared by others; coordinating projects with other agencies; providing engineering support to other city departments; and providing information to officials, the public and others regarding public works projects. The work is performed under the direction of the City Engineer.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Designs public works and architectural projects. Prepares plans and specifications. Conducts site surveys.
Develops bid proposals and solicits project bids.
Directs public work project construction. Conducts construction surveys and interprets plans and specifications. Conducts contract administration, oversees construction inspection, approves construction for compliance with contracts.
Reviews subdivision development proposals for compliance with subdivision development regulations. Reviews grading and erosion control plans, conducts field inspections and ensures correction of deficiencies.
Reviews engineering reports, plans and specifications developed by others for technical merit and compliance with city requirements.
Conducts preliminary investigations and prepares cost estimates for pending capital improvement projects.
Prepares land description and land interest documents for right-of-way and/or easements associated with public works activities.
Prepares public works information for department records.
Coordinates public works projects with outside agencies. Represents the city to other agencies regarding public works projects.
Provides technical engineering support to junior level engineers and to other city departments.
Maintains regular and predictable on-site attendance.
Additional Tasks and Responsibilities

Answers telephone calls and responds to inquiries regarding public works projects.
Provides information and records as requested.
