Job Summary
Professional engineering position requiring thorough knowledge of and experience applying upper level professional Civil Engineering and Project Management in analyzing, planning, designing and supervising the construction, maintenance and rehabilitation of Capital Budget projects and the development and redevelopment of commercial, industrial, institutional, and residential lands and subdivisions in the Village under the general supervision of the Director of Engineering Services. Applies professional engineering knowledge to the design and construction of varied and complex public works projects of broad scope with the opportunity to use independent and professional judgment.
Essential Knowledge, Skills, and Abilities
  1. Provides Project Management of transportation and utility construction projects for Village projects, subdivisions and private developments.
  2. Performs Engineering designs and prepares plans and specifications for municipal construction projects utilizing computer aided design and drafting equipment.
  3. Reviews, analyzes and corrects construction plans and specifications, and grading and drainage computations and designs for construction projects in the Village prepared by consulting engineers.
  4. Prepares stormwater management plans including design of stormwater retention/detention basins.
  5. Reviews, analyzes and corrects plans and computations prepared by consultants for new developments, and coordinates with other jurisdictional agencies.
  6. Prepares grading and drainage plans, and reviews and corrects grading and drainage plans prepared by Consultants for new subdivisions and for industrial, commercial, institutional and residential projects.
  7. Prepare cost estimates for projects to be considered in Village Capital Budget and Operating Budget.
  8. Prepares Engineering Reports, and makes presentations and recommendations to Village Board and Committees at Public Hearings and meetings.
  9. Prepares Subdivision Development Agreements and other legal documents for municipal purposes including various types of deeds, easements, agreements and contracts.
  10. Investigates, researches and resolves complaints, involving property owners, contractors, and developers.
  11. Researches technical information, and interprets and provides technical data to contractors, developers, engineers, property owners, other jurisdictional agencies and other Village Departments.
  12. All other duties as assigned.

Qualifications
  1. Bachelor's Degree in Civil Engineering or closely related field, Two (2) years of progressively responsible Civil Engineering experience, and a desire to obtain a Certification of Registration as a Professional Engineer issued by the State of Wisconsin.
  2. Any equivalent combination of related education and experience that provides requisite knowledge, skills and abilities for the position.
  3. A valid driver's license or ability to obtain one.

Supplemental Information
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES
Performs duties and responsibilities commensurate with assigned functional area within a Village department, which may include, but are not limited to, any combination of the following tasks:
  1. Knowledge of modern principles and methodology of Civil Engineering.
  2. Knowledge of local, state, and federal laws and regulations pertaining to Public Bidding, Floodplains, Acquisitions, WDNR Regulations and Wisconsin Department of Transportation processes.
  3. Experience in building and maintaining relationships with the community.
  4. Ability to communicate ideas and explanations clearly in English, both orally and in writing.
  5. Ability to read, analyze and interpret professional journals, governmental regulations and legal documents.
  6. Ability to write reports, memos and business correspondence using proper spelling, grammar and punctuation.
  7. Ability to effectively present information and respond to questions from colleagues, elected and appointed officials and the general public at customer counter and public meetings outside of regular business hours.
  8. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  9. Ability to apply mathematical concepts such as exponents, statistical inference, fractions, percentages, fundamentals of plane and solid geometry.
  10. Ability to use and interpret a variety of land use related aerials, maps and site plans; geographic information systems (GIS) data; and a variety of Engineering data.
  11. Ability to use common Microsoft Office programs, Civil 3D, Adobe Creative Suite, and ESRI products and agenda software.
  12. Ability to establish and maintain positive, professional working relationships with co-workers and supervisors.
  13. Ability to work with the public in a friendly, tactful manner.

PHYSICAL REQUIREMENTS
Position requires extreme accuracy and prolonged sitting in the performance of daily duties and frequent repetitive keyboarding motion for preparing reports and other documents. The position also requires walking and some standing and lifting of boxes. Must be able to travel occasionally as needed.
The equipment required to be used for this position includes a phone system, desktop computer, copy machine, and scanner.
