Job description

This position, under general supervision, is responsible for coordinating and supervising interdisciplinary engineering design and construction work on a variety of Public Works projects including building construction, renovations, maintenance and repairs. This position develops project lists and priorities and assists in the development of budgets and policies related to the county's infrastructure. The position is also responsible for assembling and maintaining the county's master plans.

Act as a department representative in short- and long-term facilities planning in order to accommodate centralized master planning efforts.
Lead, coordinate, and develop department space utilization studies; supervise remodeling requests; manage county campus utility infrastructure and plans.
Coordinate annual Capital Improvement Plan (CIP) updates and work with county departments on annual updates to 5-year plans. Supervise associated proposal estimate process.
Coordinate division project lists and set priorities based on internal and external factors.
Plan, organize, oversee, and supervise the life-cycle management of redesign and reconstruction of existing and new county facilities.
Manage architectural and engineering facility assessments, designs, specifications, reviews, estimates, bids, quality control, and technical oversight of new and existing county facilities and other properties.

Supervise and consolidate A/E firm performance assessment reviews related to a contract extension and workload distribution.
Act as managing professional on all assigned projects and coordinates work with county's contracted architects and engineers. Review plans and specifications prepared by consultants for county projects from project development to completion; schedule and coordinate all design and construction processes.
Perform engineering design, estimating, specification writing and contract administration for smaller county projects, as directed.
Write bid specifications and requests for proposals and participate in the bidding process for major purchases, construction work, and consultant services for the Department of Public Works.
Perform construction supervision and inspection on assigned projects including schedule and budget monitoring, attending progress meetings, reviewing contractor submittals and payment requests, and preparing contract change orders for Public Works contracts.
Obtain all necessary permits and licenses, when required.
Manage County Engineer/Project Management Records and Database Systems.

Serve as the County ADA Compliance Officer. Coordinate County Title II compliance and other aspects of ADA compliance.

Education and/or Experience
Bachelor's degree from an accredited university or college in architecture, civil engineering, construction management, or related field with a minimum of five years of engineering and construction experience in a leadership or technical advisory role. Job costing and project management experience required. Proven experience with AutoCAD and other engineering programs required.
Knowledge, Skills and Abilities
Knowledge of standards for Public Works construction.
Ability to interpret engineering reports and communicate opinions both in writing and verbally.
Ability to coordinate complex projects utilizing contract management skills.
Knowledge of civil and construction engineering principals applied to the preparation of plans, specifications, estimates and reports for Public Works construction.
Knowledge of Wisconsin Commercial Building Code.
Knowledge of mechanical, electrical, piping, controls, energy management, energy conservation, and architectural or structural systems including design, layout, and specifications.
Demonstrated in-depth knowledge and experience with all aspects of HVAC including, but not limited to, design, operation, maintenance, acoustics, controls, and diagnostics.
Ability to communicate effectively and to establish and maintain effective, professional working relationships with associates, county representatives, contractors, and consultants.
Certificates, Licenses, Registrations
Possess a valid Wisconsin driver's license. Employee is required to furnish his or her own vehicle for business related travel and must maintain minimum limits of auto liability insurance.
State of Wisconsin Professional Engineer (P.E.) license.
