    Job Description

    The Department of Public Health (DPH) seeks a Chief Operating Officer (COO) who is visionary, with an ability to anticipate and prepare for future Public Health trends to prepare the department for long-term success. They must have exceptional financial acumen, understanding the complex connection between various administration and Public Health care divisions and how they contribute to the overall success of DPH. The COO must skillfully navigate a highly political environment through proven negotiation and conflict resolution skills. Driving stakeholder engagement and demonstrating organizational leadership by example are key. The COO must be adept at implementing strategies that align with the department's mission and core values, and fostering an environment that promotes respect, results, innovation, and agility.

    Strategic Planning and Execution for Administrative Divisions

    • Develop long-term strategies for administrative division that align with DPH’s vision, while also managing the day-to-day operations.
    • Pivot quickly but effectively when plans or priorities shift.
    • Translate broad goals for COO division into actionable plans and ensure that all administrative functions are aligned in their efforts.

    Financial Acumen

    • Possess a deep understanding of financial management, budgeting, and cost control.
    • Analyze financial reports, forecast future performance, and make data-driven financial decisions.

    Operational Efficiency and Process Optimization

    • Streamline operations, eliminate waste, and improve quality.
    • Identify bottlenecks and implementing lean methodologies to enhance service and satisfaction.

    Change Management and Innovation

    • Champion change and drive innovation by generating excitement and developing and implementing accountability structures.
    • Foster a culture that embraces innovation, encourages experimentation, and is resilient.

    Leadership and Team Development

    • Lead with empathy by example, inspire trust, and cultivate highly engaged teams.

    Technology and Digital Transformation

    • Lead digital initiatives and leverage data analytics.

    Communication and Stakeholder Management

    • Articulate vision and effectively engage stakeholders at all levels to align diverse groups towards mission.
    • Manage expectations and communicate effectively both within the Department and with community stakeholders to foster collaboration, drive organizational change, and achieve strategic mission.

    Crisis Management and Resilience

    • Prepare to handle crises and lead their organizations through challenging times.
    • Assess risk and make thoughtful and quick decisions while maintaining composure under pressure.

    Major, Important, and Essential Duties

    • Lead the administrative functions for the department which includes Information Technology, Human Resources, Finance, Privacy and Integrity, Contracts, Security, and Facilities.
    • Work with the administrative leaders to execute departmental priorities and plan for future needs.
    • Manage the development and implementation of the Department’s capital and operational budgets; lead data-informed budget and expenditure decisions; manages the fiscal activities to ensure expenditures adhere to the approved budget; meet compliance requirements; ensure expenditures are fiscally prudent and are in alignment with the Department’s mission and strategic priorities; manage the development of the Department’s organization plan and capital plans.
    • Consult with the Mayor/Mayor’s staff regarding the activities of the assigned functional areas and coordinate with other City departments in addressing service needs; may represent the Department before or provide information to commissions, boards, committees and representatives from federal, state, and local agencies, organizations, and the media.
    • Lead the departmental participation in centralized city service initiatives and/or multi-agency capital planning efforts.
    • Manage the analyses of legislative changes at various levels of government as related to Department finances and other areas of oversight and coordinates local legislation with the Mayor and Board of Supervisors.
    • Coordinate compliance, including responses to departmental audits, and corrective action plans.
    • Supervise development and implementation of policies, goals, and objectives, and ensures the enforcement of all applicable laws, ordinances, and regulations for the department, including those relating to safety of clients and employees.
    • Other duties as assigned.
  • Qualifications

    Qualifications

    • Possession of a Master's degree from an accredited college or university in Hospital Administration, Nursing, Public Health Administration or a closely related field.
    • Requires at least three years of experience as an administrator of a large general teaching hospital or related organization; three years of complex health care administrative experience or an equivalent combination of training and experience.

    One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
